LEGISLATIVE RESOLUTION commending First Assistant Public Defender David
L. Arthur upon the occasion of his retirement after 35 years of distin-
guished service to the people of Rome, New York

WHEREAS, This Legislative Body seeks to acknowledge those individuals
whose professional lives and civic endeavors serve to enhance the stat-
ure of the State of New York; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend
First Assistant Public Defender David L. Arthur upon the occasion of his
retirement after 35 years of distinguished service to the people of
Rome, New York; and
WHEREAS, A native of Rome, New York, David L. Arthur completed his
Juris Doctor in Delaware in 1979, and went to work for his father and
uncle at the law firm of Arthur, Arthur & Arthur; and
WHEREAS, With a sense of civic responsibility, David L. Arthur joined
the Oneida County Public Defender's Office in 1981, where he ably served
the people of his community by protecting the rights and ensuring fair
treatment for those who could not afford legal representation; and
WHEREAS, For the past decade, David L. Arthur has served with loyalty,
honor and distinction as First Assistant Public Defender in the Rome
City Court, becoming the second longest serving public defender in the
office; and
WHEREAS, During his illustrious tenure, this esteemed public servant
treated all of his clients with dignity and compassion; his tireless
efforts not only ensured that his defendants received fair represen-
tation, but also helped them understand the impact of their decisions
and improve their lives; and
WHEREAS, In his official acts, First Assistant Public Defender David
L. Arthur directed many notable cases, and was always governed by a
keen sense of duty and instinctive probity; he has earned the admira-
tion, esteem and affection of those with whom he served; and
WHEREAS, With him throughout have been his wife, and their two chil-
dren, all of whom feel privileged to be a part of his life and rejoice
in his achievements; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of standards in the legal
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend First Assistant Public Defender David L. Arthur upon the occa-
sion of his retirement after 35 years of distinguished service to the
people of Rome, New York, and to wish him all the best in his future
endeavors; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to David L. Arthur.
