LEGISLATIVE RESOLUTION honoring Vincent J. Abramo upon the occasion of
his designation as recipient of the Lifetime Achievement Award by Rocke-
feller College of Public Affairs & Policy

WHEREAS, It is incumbent upon the people of the State of New York to
recognize and acknowledge those within our midst who have made signif-
icant contributions to the quality of life therein; and
WHEREAS, From time to time this Legislative Body takes note of certain
extraordinary individuals it wishes to recognize for their valued
contributions to the success and progress of society and publicly
acknowledge their endeavors which have enhanced the basic humanity among
us all; and
WHEREAS, This Legislative Body is justly proud to honor Vincent J.
Abramo upon the occasion of his designation as recipient of the Lifetime
Achievement Award by the Rockefeller College of Public Affairs & Policy,
to be celebrated at its Annual Alumni Dinner & Awards Ceremony on
Friday, May 13, 2016, at the New York State Museum, Albany, New York;
and
WHEREAS, Vincent J. Abramo is in the Career Civil Service serving in
the Bureau of Overseas Buildings Operations (OBO) at the United States
Department of State; for the past 25 years he has managed OBO
construction site safety and occupational health programs; and
WHEREAS, In this capacity, Vincent J. Abramo is responsible for the
safety, health and general welfare of more than 16,000 foreign
construction workers employed by large American and international
contractors to perform building construction tasks on U.S. Department of
State properties; and
WHEREAS, Vincent J. Abramo deals regularly with American and foreign
construction company executives as well as the hundreds of foreign
construction laborers and supervisors who are in their employ; his focus
is to protect the lives, dignity, and human rights of the workers; and
WHEREAS, Throughout his illustrious career, Vincent J. Abramo has
effectively built loyalty, trust and a mutual respect that has effec-
tively contributed to the establishment of optimal construction work
environments; and
WHEREAS, Since the beginning of his tenure in 1991, as construction
safety and occupational health manager, more than one billion worker
hours have been completed with a remarkably low incident rate of
construction accidents; and
WHEREAS, In addition, there have been no incidents of violent disturb-
ances or physical threats by foreign workers inside the perimeter of
project sites, including major renovations in fully occupied United
States Embassy buildings; and
WHEREAS, Vincent J. Abramo's varied international and domestic career
initiatives including the U.S. Marine Corps, U.S. Peace Corps, U.S.
Department of Labor's Job Corps Program, U.S. Peoples Republic of China
Science & Technology Protocols, and consulting contracts with the World
Bank have taken him to more than 160 countries and most of the 50
states; and
WHEREAS, After graduating from the University at Albany in 1967,
Vincent J. Abramo pursued graduate degrees at Georgetown University
Graduate School of Government and the University of Lyon in France; and
WHEREAS, In 2001, as part of the U.S. Department of State's part-time
evening master's program at the U.S. Defense Intelligence Agency's
National Intelligence University, Vincent J. Abramo was awarded the
Master of Science Strategic Intelligence with distinction; and

WHEREAS, From 2005 to 2012, Vincent J. Abramo returned to the National
Intelligence University's graduate evening program in studies focused on
events in Eastern Europe, Russia and the Ukraine beginning with German
reunification and the collapse of the Soviet Union; and
WHEREAS, Vincent J. Abramo is a member of the American Bar Associ-
ation's Standing Committee on Law & National Security, the National
intelligence University Alumni Association and a current member and
recent co-chair of Rockefeller College Advisory Board; and
WHEREAS, As a member of the Board, Vincent J. Abramo has mentored and
advised countless numbers of Rockefeller College students interested in
international work and provided invaluable advice on College program-
ming; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Vincent J. Abramo upon the occasion of his designation as recipi-
ent of the Lifetime Achievement Award by Rockefeller College of Public
Affairs & Policy; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Vincent J. Abramo.
