LEGISLATIVE RESOLUTION congratulating the Orange-Ulster BOCES CTE Team
upon the occasion of capturing First Place in the Northeast Region of
the 2016 CyberPatriot National Youth Cyber Defense Competition

WHEREAS, It is the sense of this Legislative Body to recognize and
commend young people who, by achieving outstanding success in an educa-
tional competition, inspire and bring pride to themselves and to their
school, their community, and the great State of New York; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to congratu-
late the Orange-Ulster BOCES CTE Team upon the occasion of capturing
First Place in the Northeast Region of the 2016 CyberPatriot National
Youth Cyber Defense Competition; and
WHEREAS, The National Youth Cyber Defense Competition is one of three
main programs within CyberPatriot, an educational program conceived by
the Air Force Association to inspire high school students toward careers
in cyber security or other science, technology, engineering, and math-
ematics (STEM) disciplines critical to the future of the United States;
and
WHEREAS, This esteemed competition places teams of high school and
middle school students in the roles of newly hired IT professionals
charged with managing the network of a small company; each team is given
a set of virtual images which represent operating systems, and are chal-
lenged with finding cyber security vulnerabilities within the images and
hardening the system while maintaining critical services; and
WHEREAS, In November of 2015, the Orange-Ulster BOCES CTE Team placed
in the top third of 1254 teams from across the United States, Canada,
Japan and Germany in the first round of the CyberPatriot competition;
and
WHEREAS, After moving on to the second round in early December, these
exceptional students achieved very high scores, and entered the Gold
Tier of State Competition where the team ultimately placed first in the
entire Northeast region and seventh overall in the Nation; and
WHEREAS, The Orange-Ulster BOCES CTE Team, ably guided by Instructor
Robert McMann, includes Magnus Roberto, Camerin Figueroa, Mark Hyatt and
Edward Green from Pine Bush High School; Brendan Rasenberger from
Warwick Valley High School; and Elmer Palmer from Chester Academy; and
WHEREAS, Poised eagerly with enthusiasm and determined purpose, these
scholars now stand honorably, with just pride in their achievement and
in eager anticipation of future challenges, understanding and appreciat-
ing the caring counsel and support provided by their teachers, coach and
parents; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
congratulate the Orange-Ulster BOCES CTE Team upon the occasion of
capturing First Place in the Northeast Region of the 2016 CyberPatriot
National Youth Cyber Defense Competition, and to offer them best wishes
for a future of continued success and well-being; and be it further
RESOLVED, That copies of this Resolution, suitably engrossed, be tran-
smitted to the members of the Orange-Ulster BOCES CTE Team, and Instruc-
tor Robert McMann.
