LEGISLATIVE RESOLUTION honoring Howard David Dwy posthumously upon the
occasion of his designation as recipient of a Liberty Medal, the highest
honor bestowed upon an individual by the New York State Senate

WHEREAS, It is incumbent upon the people of the State of New York to
recognize and acknowledge those within our midst who have made signif-
icant contributions to the quality of life therein; and
WHEREAS, From time to time this Legislative Body takes note of certain
extraordinary individuals it wishes to recognize for their valued
contributions to the success and progress of society and publicly
acknowledge their endeavors which have enhanced the basic humanity among
us all; and
WHEREAS, This Legislative Body is justly proud to honor Howard David
Dwy posthumously upon the occasion of his designation as recipient of a
Liberty Medal, the highest honor bestowed upon an individual by the New
York State Senate, to be celebrated at the Columbia County Honor A
Deceased Veteran Ceremony to be celebrated on Monday, May 23, 2016; and
WHEREAS, The New York State Senate Liberty Medal was established by
resolution and is awarded to individuals who have merited special
commendation for exceptional, heroic, or humanitarian acts on behalf of
their fellow New Yorkers; and
WHEREAS, Born on August 20, 1930, in New Milford, Connecticut, to
Howard L. and Hope (White) Dwy, Howard David Dwy was raised in Ancram,
New York; after graduating from Roeliff Jansen High School in Hillsdale,
New York; in 1947, he worked as a bookkeeper for AC Bristol in Copake,
New York; and
WHEREAS, On December 11, 1953, Howard David Dwy proudly enlisted in
the United States Army, and trained at Fort Dix, New Jersey; he then
received additional training for 10 weeks at an Ordinance School quali-
fying as an Ammo Supply Specialist; and
WHEREAS, Stationed in Columbia, South Carolina, Specialist Four Howard
David Dwy was then assigned to Headquarters and Headquarters Company,
411th Engineers Brigade in France; on September 11, 1955, he was trans-
ferred to the Standby Reserves, where he remained until he was honorably
discharged at Camp Kilmer, New Jersey, on November 30, 1961; and
WHEREAS, For his meritorious service, Specialist Four Howard David Dwy
was the recipient of the Good Conduct Medal and the National Defense
Service Medal; and
WHEREAS, While in the reserves, Howard David Dwy earned his associ-
ate's degree from Westchester Community College, and his bachelor's
degree at Empire State College; and
WHEREAS, On February 4, 1961, Howard David Dwy married the former Jane
Pascoe in Scranton, Pennsylvania; together, they happily raised four
children; and
WHEREAS, For 26 years, Howard David Dwy held the title of Business
Manager at Taconic Hills Central School, a position from which he offi-
cially retired in 1993; and
WHEREAS, Dedicated to the community in which he lived and worked,
Howard David Dwy was an active member of the Masonic Lodge No. 396, and
was a 32nd degree Scottish Rite Mason, and a Shriner in the Kalurah
Temple; in addition, he served as both a communicant and a board member
of St. John's Lutheran Church, and was the Supervisor for the Town of
Gallatin; and
WHEREAS, On February 11, 2000, Howard David Dwy died at the age of 69;
he is survived by his loving wife, Jane; and his four beloved children,
Kevin, Craig, Pamela (Reed) and Karen (Hathaway); as well as eight trea-
sured grandchildren; and

WHEREAS, Having exhibited his patriotism both at home and abroad,
Howard David Dwy demonstrated his love for his country and merits forev-
ermore the highest respect of his State and Nation; and
WHEREAS, Our Nation's veterans deserve to be recognized, commended and
thanked by the people of the State of New York for their service and for
their dedication to their communities, their State and their Nation;
now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Howard David Dwy posthumously upon the occasion of his designation
as recipient of a Liberty Medal, the highest honor bestowed upon an
individual by the New York State Senate; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the family of Howard David Dwy.
