LEGISLATIVE RESOLUTION honoring Captain Michael J. Regan upon the occa-
sion of his designation as recipient of the George M. Searle Memorial
Award by the New York State Police Department on May 26, 2016
WHEREAS, The quality and sanctity of community life are cherished
values, worthy of safeguarding; this Legislative Body is moved to honor
those who preserve and protect such values, lauding particularly their
unwavering courage and dedication in the daily performance of their
duties; and
WHEREAS, This Legislative Body is justly proud to honor Captain Micha-
el J. Regan upon the occasion of his designation as recipient of the
George M. Searle Memorial Award by the New York State Police Department,
to be celebrated at its 40th Annual Superintendent's Commendation and
Awards Day Ceremony on Thursday, May 26, 2016, at the University at
Albany Performing Arts Center, Albany, New York; and
WHEREAS, Captain Michael J. Regan will receive this esteemed award in
recognition of the significant contributions he has made to both the
Basic Leadership School for new Supervisors and the Leadership for
Commissioned Officers School for newly promoted Lieutenants; and
WHEREAS, An Exam Detail Commander, in the Human Resources Department
in Troop H, Captain Michael J. Regan was given the task of overhauling
the curriculum for these vital programs in December of 2014; and
WHEREAS, Each of these curriculums, while in existence and having been
the foundation for organizational learning for the critical leadership
positions of first-line Supervisor and newly promoted Commissioned Offi-
cer, needed a significant update to reflect current leadership doctrine,
contemporary leadership challenges, and lessons learned from incumbent
leaders willing to share their first-hand wisdom; and
WHEREAS, In keeping with the finest traditions of the New York State
Police, Captain Michael J. Regan has distinguished himself by his exem-
plary achievements with regard to the development and introduction of
the Basic Leadership School and the Leadership for Commissioned Officers
School by his ongoing outstanding performance on behalf of the New York
State Police; and
WHEREAS, The dedicated efforts of public servants, such as Captain
Michael J. Regan, who unselfishly devote their lives to the preservation
of order and the protection of others are worthy of the full praise of
this Legislative Body and the people of the State of New York; now,
therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Captain Michael J. Regan upon the occasion of his designation as
recipient of the George M. Searle Memorial Award at the 40th Annual New
York State Police Awards Day Ceremony on May 26, 2016; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Captain Michael J. Regan.
