LEGISLATIVE RESOLUTION congratulating Colonel Cindy R. Jebb upon the
occasion of being nominated as the next United States Military Academy's
Dean of the Academic Board
WHEREAS, It is the sense of this Legislative Body to pay recognition to
those individuals of commitment and high achievement whose purpose and
endeavors prove a dedication to the pursuit of excellence in the educa-
tion of the youth of this noble Empire State; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to congratu-
late Colonel Cindy R. Jebb upon the occasion of being the first woman to
be nominated as the next United States Military Academy's Dean of the
Academic Board; and
WHEREAS, A 1982 graduate of the United States Military Academy (USMA)
at West Point, Colonel Cindy R. Jebb received both her Master's degree
in Political Science and her Ph.D. in Political Science from Duke
University; in 2000, she furthered her education by obtaining her
Master's degree in National Security and Strategic Studies from the
Naval War College; and
WHEREAS, Nominated by President Barack Obama, Colonel Cindy R. Jebb
will assume the title of the next United States Military Academy's Dean
of the Academic Board in June of 2016; on May 26, 2016, she was
confirmed to this esteemed position by the United States Senate; and
WHEREAS, Prior to her nomination to the esteemed role of Dean, Colonel
Cindy R. Jebb served as Professor, and Head of the Department of Social
Sciences at West Point, a title she has held since 2013; in addition,
she has been a participant of the Council on Foreign Relations; and
WHEREAS, As an integral member of the Social Sciences Department
faculty, Colonel Cindy R. Jebb has taught courses in Comparative Poli-
tics, International Security, Cultural Anthropology, Terrorism and Coun-
terterrorism, and Officership; and
WHEREAS, Commissioned as a military intelligence officer, Colonel
Cindy R. Jebb served in the 1st AD, III Corps, and the National Security
Agency (NSA); before reporting to the USMA, she served as the Deputy
Commander of the 704th Military Intelligence Brigade, which supported
NSA; and
WHEREAS, From 2000-2001, Colonel Cindy R. Jebb served as USMA Fellow
at the Naval War College where she taught the graduate-level course on
Strategy and Force Planning, and during 2006-2007, she was a Visiting
Fellow for the Pell Center; and
WHEREAS, From 2006-2009, Colonel Cindy R. Jebb held the position of
co-Chair for West Point's Self-Study for the decennial Middle States
Commission on Higher Education accreditation, and during the summer of
2015, she served as the Senior Advisor for the Chief of the Office of
Security Cooperation-Iraq; and
WHEREAS, Throughout her meritorious career, Colonel Cindy R. Jebb has
conducted human security research in Africa, completed study projects in
Iraq, Djibouti, and Afghanistan, and authored and co-authored three
books, BRIDGING THE GAP: ETHNICITY, LEGITIMACY, AND STATE ALIGNMENT IN
THE INTERNATIONAL SYSTEM; MAPPING MACEDONIA: IDEA AND IDENTITY; and THE
FIGHT FOR LEGITIMACY: DEMOCRACY VERSUS TERRORISM; and
WHEREAS, With her throughout have been her husband, Joel Jebb, and her
three children, Ben, Alex, and Olivia, all of whom feel privileged to be
a part of her life and rejoice in her accomplishments; and
WHEREAS, The future success of our State and Nation is dependent upon
individuals such as Colonel Cindy R. Jebb, who dedicate their lives as
educators, nurturing our most precious resource, our youth; and
WHEREAS, Throughout her career thus far, Colonel Cindy R. Jebb has
brought an uncompromising standard of excellence to her work and a warm
sense of caring and concern to every young person she educates; now,
therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
congratulate Colonel Cindy R. Jebb upon the occasion of being nominated
as the next United States Military Academy's Dean of the Academic Board;
and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Colonel Cindy R. Jebb.
