LEGISLATIVE RESOLUTION honoring Arthur Lucian Traver posthumously upon
the occasion of his designation as recipient of a Liberty Medal, the
highest honor bestowed upon an individual by the New York State Senate

WHEREAS, It is incumbent upon the people of the State of New York to
recognize and acknowledge those within our midst who have made signif-
icant contributions to the quality of life therein; and
WHEREAS, From time to time this Legislative Body takes note of certain
extraordinary individuals it wishes to recognize for their valued
contributions to the success and progress of society and publicly
acknowledge their endeavors which have enhanced the basic humanity among
us all; and
WHEREAS, This Legislative Body is justly proud to honor Arthur Lucian
Traver posthumously upon the occasion of his designation as recipient of
a Liberty Medal, the highest honor bestowed upon an individual by the
New York State Senate, to be celebrated at the Saratoga County Honor-A-
Deceased-Veteran Ceremony on Tuesday, July 19, 2016; and
WHEREAS, The New York State Senate Liberty Medal was established by
resolution and is awarded to individuals who have merited special
commendation for exceptional, heroic, or humanitarian acts on behalf of
their fellow New Yorkers; and
WHEREAS, Born on July 2, 1918, in Schuylerville, New York, Arthur
Lucian Traver was the son of Humphrey H. and Mary Morehouse Traver; and
WHEREAS, Arthur Lucian Traver enlisted as a member of the United
States Army on October 5, 1942, and proudly served his country during
World War II as a Truck Driver Light 345; and
WHEREAS, Private First Class Arthur Lucian Traver participated in
campaigns in the Ardennes, Central Europe, Naples-Foggia, Normandy, the
Rhineland (Germany) and Sicily; he returned to the United States where
he was honorably discharged on September 20, 1945; and
WHEREAS, In recognition of his outstanding service, Arthur Lucian
Traver was the recipient of numerous awards and accolades including the
Distinguished Unit Badge, Good Conduct Medal, as well as the European-
African-Middle Eastern Service Medal with the Bronze Star Service Arrow-
head for being on a glider mission in September of 1944; and
WHEREAS, Upon his re-entry into civilian life, Arthur Lucian Traver
returned to his hometown and was united in marriage to Marie Hutchinson,
on April 17, 1949; and
WHEREAS, For many years, Arthur Lucian Traver and his wife operated
Art's Service Station, a service station and grocery store in Quaker
Springs, New York; he also was employed by the Schuylerville Central
School District as a Bus Driver for 25 years; and
WHEREAS, A vital part of his community, this remarkable man was a
member of the Quaker Springs Fire Department, Quaker Springs United
Methodist Church, Old Saratoga Post No. 278 American Legion in Schuyler-
ville and the Saratoga Springs Veterans of Foreign Wars; and
WHEREAS, Arthur Lucian Traver died on Sunday, January 13, 2013, at the
age of 94, leaving behind his wife of 63 years; and
WHEREAS, Residents of this great State must never forget the courage
with which these men and women served their country, and must recognize
that no greater debt is owed than that owed to those who gave their
lives for their beloved Nation and to those who continue to be missing
in action; and
WHEREAS, Having exhibited his patriotism both at home and abroad,
Arthur Lucian Traver demonstrated his love for his country and merits
forevermore the highest respect of his State and Nation; and

WHEREAS, Our Nation's veterans deserve to be recognized, commended and
thanked by the people of the State of New York for their service and for
their dedication to their communities, their State and their Nation;
now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Arthur Lucian Traver posthumously upon the occasion of his desig-
nation as recipient of a Liberty Medal, the highest honor bestowed upon
an individual by the New York State Senate; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the family of Arthur Lucian Traver.
