LEGISLATIVE RESOLUTION mourning the death of Horace Morancie, distin-
guished citizen and long-time leader in the Caribbean-American community

WHEREAS, It is the custom of this Legislative Body to pay tribute to
citizens of the State of New York whose lifework and civic endeavor
served to enhance the quality of life in their communities and the great
State of New York; and
WHEREAS, Horace Morancie of Brooklyn, New York, died on February 4,
2015, at the age of 85; and
WHEREAS, Born in Trinidad and Tobago, this passionate leader and anti-
poverty advocate made many invaluable contributions to the Caribbean-Am-
erican community throughout his more than 50 years of public service;
and
WHEREAS, Horace Morancie served as Director of Central Brooklyn Model
Cities, part of a massive anti-poverty program which brought jobs and
created programs for the borough as part of the Great Society and War on
Poverty initiatives of the 1960s; and
WHEREAS, A devoted civic leader, Horace Morancie's commitment to his
community was further illustrated through his work as founder and execu-
tive of the Urban Resource Institute, and as a member of the Caribbean
American Chamber of Commerce; and
WHEREAS, Horace Morancie's dedication to excellence, and his spirit of
humanity, carried over into all fields of enterprise, including charita-
ble and cultural endeavors; and
WHEREAS, A tireless promoter of West Indian music, Horace Morancie
managed New York City's first large steel band, and helped organize West
Side Symphony's performances at Radio City Music Hall in 1965; and
WHEREAS, Furthermore, Horace Morancie served as an officer in the
United States Steel Band Association from 2001 to 2002, and was instru-
mental in the presentation of its Panorama shows during his tenure; and
WHEREAS, Armed with a humanistic spirit and imbued with a sense of
public service, Horace Morancie leaves behind a legacy which will long
endure the passage of time and will remain as a comforting memory to all
he served and befriended; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
mourn the death of Horace Morancie, distinguished citizen and long-time
leader in the Caribbean-American community; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the family of Horace Morancie.
