LEGISLATIVE RESOLUTION honoring Police Chief Joseph Angelino upon the
occasion of his retirement after 18 years of distinguished service to
the Norwich Police Department

WHEREAS, It is the sense of this Legislative Body to recognize and honor
those distinguished officers and citizens who would devote themselves to
public service, demonstrating great courage and diligence in providing
for the care and welfare of the citizens of their communities and this
great Empire State; and
WHEREAS, Within every community of the State of New York there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their exem-
plary contributions and service on behalf of others; and
WHEREAS, This Legislative Body is justly proud to honor Police Chief
Joseph Angelino upon the occasion of his retirement after 18 years of
distinguished service to the Norwich Police Department to be celebrated
in January of 2015; he will officially retire December 31, 2014, ending
a 36 year career in law enforcement; and
WHEREAS, A native resident of Norwich, New York, in Chenango County,
Joseph Angelino graduated from Norwich High School in 1978; and
WHEREAS, In January of 1979, he was appointed a Deputy Sheriff; during
this time, he earned a two year certificate in the study of Police
Science; and
WHEREAS, In May of 1981, Joseph Angelino was appointed to the Norwich
Police Department; three years later, as the Norwich Policemen's Benevo-
lent Association Union President, he successfully negotiated a 20 year
retirement for Norwich Police Officers from the previous 25 year retire-
ment plan; and
WHEREAS, In December of 1985, Joseph Angelino began serving his coun-
try as a member of the United States Marine Corps; and
WHEREAS, Beginning in 1992, Joseph Angelino became a police instructor
teaching police officers across the state in police academies specializ-
ing in Alcohol Beverage Control Laws, Arrest and Detention of Juveniles,
and many other general police topics; and
WHEREAS, In January of 1994, Joseph Angelino was promoted to Sergeant
of the Norwich Police Department, and two years later he was selected as
Chief of Police; and
WHEREAS, Police Chief Joseph Angelino was directed to develop the
plans for the construction of a police headquarters and the movement of
the personnel and equipment which was relocated in August of 2000; and
WHEREAS, In February of 2003, Police Chief Joseph Angelino was acti-
vated by President Bush for the Invasion of Iraq as an USMC Infantry 1st
Sergeant; he participated in the Battle of Nasiriyah, Iraq, and assisted
in the re-establishment of government in Iraq, specifically the Police
Department in cities of Nasiriyah and Al-Batra; and
WHEREAS, Two years later, Joseph Angelino was once again activated for
duty in Iraq as an inspector/instructor and trainer for the Iraqi Army;
and
WHEREAS, Upon his return, Joseph Angelino was appointed as Fire Chief
where his responsibilities were concurrent with those of the Police
Chief; and
WHEREAS, In his 23 years of exceptional service as a United States
Marine, Joseph Angelino achieved the Corp's highest enlisted rank of
Sergeant Major; and
WHEREAS, In August of 2008, Sergeant Major Joseph Angelino retired
from the United States Marine Corps at the rank of Sergeant Major, but
not before valiantly serving three combat tours in the Middle East, and

twice earning the Purple Heart Medal, America's oldest military deco-
ration still awarded to members of the Armed Forces; and
WHEREAS, A man of many accomplishments, Police Chief Joseph Angelino
was a New York State Veteran Honoree, earning him the 2012 Honoring Our
Veterans Award; and
WHEREAS, Active in his community, Police Chief Joseph Angelino is a
member of the Board of Directors of GHS Federal Credit Union in Bingham-
ton, New York, a life member of the VFW, the American Legion, and the
Military Order of the Purple Heart; in addition, he is affiliated with
the New York State Association of Chiefs of Police, the Chenango County
Traffic Safety Board, and the Alternatives to Incarceration Board, and
is currently the President of the Northeast Classic Car Museum; and
WHEREAS, With him throughout has been his wife, Kendall Saber, who
feels privileged to be a part of his life and rejoices in his achieve-
ments; and
WHEREAS, It is the practice of this Legislative Body that those dedi-
cated public servants who unselfishly devote their lives to the preser-
vation of order and the protection of others are worthy and due full
praise for their commitment and noble-endeavors; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Police Chief Joseph Angelino upon the occasion of his retirement
after 18 years of distinguished service to the Norwich Police Depart-
ment; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Police Chief Joseph Angelino.
