LEGISLATIVE RESOLUTION honoring Ronald E. Dougherty upon the occasion of
the dedication and renaming of the County Office Building to the Ronald
E. Dougherty County Office Building in recognition of his extraordinary
services to the people of Tioga County
WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, Ronald E. Dougherty has given not only of his time and ener-
gies but also of his competence, intelligence and leadership and conse-
quently has been designated for special honor; and
WHEREAS, This Legislative Body is justly proud to honor Ronald E.
Dougherty upon the occasion of the dedication and renaming of the County
Office Building to the Ronald E. Dougherty County Office Building in
recognition of his extraordinary service to the people of Tioga County;
and
WHEREAS, Ronald E. Dougherty has been called upon to contribute his
time and talents to countless civic and charitable endeavors and has
always given of himself unstintingly; and
WHEREAS, A true community leader, Ronald E. Dougherty served in local
government as a member of the Tioga County Legislature; during this time
he was instrumental in the creation of the Tioga County Council of
Governments, the establishment of a reserve fund, the lowering of taxes,
and bringing sustainable businesses to the area; and
WHEREAS, Furthermore, his tenure gave rise to the Tioga Charter
Commission as well as the Economic Development and Planning Department;
and
WHEREAS, With a steadfast commitment to the education of local chil-
dren, Ronald E. Dougherty was a member of the Tioga Central and BOCES
School Boards for more than four decades; he served as President of
Tioga Central School District for 20 years, and for eight years, as
President of BOCES; and
WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, Ronald E. Dougherty has stood
constant in dignity, good grace and humor; and
WHEREAS, A true inspiration to all for his unwavering dedication to
the community he so ably serves, Ronald E. Dougherty is President of the
Broome-Tioga Board of Cooperative Educational Services, President of the
Hospice Advisory Board at Lourdes Hospital, and a Board Member of the
Tioga State Bank, among countless other organizations; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Ronald E. Dougherty has displayed
throughout his life; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Ronald E. Dougherty upon the occasion of the dedication and renam-
ing of the County Office Building to the Ronald E. Dougherty County
Office Building in recognition of his extraordinary services to the
people of Tioga County; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Ronald E. Dougherty.
