LEGISLATIVE RESOLUTION honoring Captain James M. Land upon the occasion
of his retirement after more than 27 years of dedicated service to the
New York State Police

WHEREAS, It is the custom of this Legislative Body to recognize and
honor those distinguished citizens who would devote themselves to public
service, demonstrating great courage and diligence in providing for the
care and welfare of the citizens of their communities and this great
Empire State; and
WHEREAS, The quality of life in these communities is largely reflec-
tive of the commitment and dedication demonstrated by members of the
agencies which serve to protect, preserve and maintain public order; and
WHEREAS, Within every community of the State of New York there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their exem-
plary contributions and service on behalf of others; and
WHEREAS, This Legislative Body is justly proud to honor Captain James
Michael Land upon the occasion of his retirement after more than 27
years of dedicated service to the New York State Police to be celebrated
at a Banquet to be held in his honor on Saturday, January 17, 2015; he
officially retired on December 31, 2014; and
WHEREAS, James M. Land enlisted in the New York State Police on
September 21, 1987; he completed his field training with Troop D in
Lafayette, New York; one year later, he was drafted to serve a tour on
the New York State Thruway; and
WHEREAS, Beginning in December of 1989, James M. Land worked for five
years as a New York State Trooper, assigned to Troop C, serving the
Deposit, Binghamton, and Endwell, New York stations; and
WHEREAS, In 1994, Trooper James M. Land was promoted to Investigator,
and was assigned as a charter member of the newly-formed Community
Narcotics Enforcement Team - Southern Tier; he spent two years working
undercover in narcotics investigations; he then served as a Criminal
Investigator in Oneonta, Deposit, Binghamton, and Whitney Point, New
York; and
WHEREAS, Investigator James M. Land was then promoted to
Sergeant/Station Commander; for three years, he commanded New York State
Police installations in Deposit and Binghamton, New York; and
WHEREAS, In 2003, Sergeant James M. Land was appointed to the position
of Lieutenant, serving in this capacity in the office of the Field
Commander in Albany, New York; thereafter, he became a BCI Lieutenant at
Troop C Headquarters in Sidney, New York; and
WHEREAS, It was in 2009, when James M. Land attained the esteemed rank
of Captain in the Uniform Force, and served three years as the Troop T
Zone III Commander in Syracuse, New York; in 2012, he returned to Troop
C Headquarters where he was posted as Administrative Captain, serving as
the Executive Officer for the Troop's operations across seven counties;
and
WHEREAS, At the end of his remarkable career, Captain James M. Land
was selected as the Troop C Zone III Commander in Ithaca, New York; and
WHEREAS, Throughout Captain James M. Land's illustrious career, he was
honored to receive 21 Letters of Commendation, and merited three Super-
intendent's Commendation Awards; in 1999, he received the award for
saving a man's life, and again in 2004 for heroism in the arrest of an
armed fugitive from Massachusetts, as well as in 2007 for heroism during
a natural disaster; and
WHEREAS, It is the sense of this Legislative Body that those dedicated
public servants who unselfishly devote their lives to the preservation

of order and the protection of others are worthy and due full praise for
their commitment and noble endeavors; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Captain James M. Land upon the occasion of his retirement after
more than 27 years of dedicated service to the New York State Police,
and to wish him well in all his future endeavors; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Captain James M. Land.
