LEGISLATIVE RESOLUTION commemorating the 40th Anniversary of the 104th
Precinct Civilian Observation Patrol/Glendale Civilian Observation
Patrol on May 15, 2016

WHEREAS, It is the sense of this Legislative Body to publicly recognize
those civilian groups which volunteer their time for the welfare of
their communities, acting in cooperation with law enforcement personnel
in the interest of maintaining public safety; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commem-
orate the 40th Anniversary of the 104th Precinct Civilian Observation
Patrol/Glendale Civilian Observation Patrol on Sunday, May 15, 2016; and
WHEREAS, Established in 1976, as the Glendale Civilian Observation
Patrol (GCOP), this vital organization was formed to preserve and
protect the quality of life in Glendale, Queens; since its inception,
GCOP has grown to include all of the neighborhoods under the jurisdic-
tion of the 104th Precinct, and was renamed the 104th Precinct Civilian
Observation Patrol (104COP)/GCOP; and
WHEREAS, The oldest and largest active civilian observation patrol in
New York City, the 104COP/GCOP is an organization made up of volunteers
with an unwavering pride in their community who sacrifice countless
hours in an effort to keep their community safe; and
WHEREAS, After four decades, the 104COP/GCOP continues its ongoing
relationship with the Police Department, the Borough President's office
and the District Attorney's office, serving as the extended eyes and
ears of the Police Department; and
WHEREAS, Over its distinguished 40 year history, the 104COP/GCOP has
demonstrated continuous service to the residents and communities which
it serves; and
WHEREAS, The success of the 104COP/GCOP is in direct correlation to
the efforts of its volunteers, whose involvement is, and always has
been, characterized by an impressive commitment, an unbridled enthusi-
asm, and an uncompromising standard of excellence in all endeavors on
behalf of the organization and the community it serves; and
WHEREAS, Public order and civility on the streets of our communities
is certainly advanced by the civic-mindedness of community groups, such
as the Glendale Civilian Observation Patrol, that organize effective and
diligent neighborhood crime watches; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commemorate the 40th Anniversary of the 104th Precinct Civilian Observa-
tion Patrol/Glendale Civilian Observation Patrol; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the 104th Precinct Civilian Observation Patrol/Glendale
Civilian Observation Patrol.
