LEGISLATIVE RESOLUTION commending Frederick N. Richardson upon the occa-
sion of his designation for special recognition after 28 years of dedi-
cated service as Chairperson of the Board of Trustees of Cayuga Centers
on September 22, 2016

WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, Frederick N. Richardson has given not only of his time and
energies but also of his competence, intelligence and leadership and
consequently has been designated for special honor; and
WHEREAS, This Legislative Body is justly proud to commend Frederick N.
Richardson upon the occasion of his designation for special recognition
after 28 years of dedicated service as Chairperson of the Board of Trus-
tees of Cayuga Centers, to be celebrated at a Celebration of Service
Dinner on Thursday, September 22, 2016, at The Springside Inn, Auburn,
New York; and
WHEREAS, Cayuga Centers is a network of services geared to supporting
youth, families, and individuals who need help meeting the diverse chal-
lenges of life; this extraordinary organization helps to grow independ-
ent, healthy, productive citizens through quality counseling and resi-
dential and support services in partnership with government agencies and
other service providers; and
WHEREAS, In 1988, Frederick N. Richardson became a member of the Board
of Trustees of Cayuga Centers, then called Cayuga Home for Children; he
has served as Chairperson since 1997, guiding the organization through
numerous changes and expansion to a multi-service agency with programs
throughout Central New York State, New York City, Florida and Delaware;
and
WHEREAS, Focusing on public service as his career path, Frederick N.
Richardson began as a Police Officer in the Auburn Police Department; he
worked for the New York State Department of Corrections for 30 years,
starting as a Corrections Officer, and moving up the ranks to become
Superintendent of the Cayuga Correctional Facility before retiring in
1992; and
WHEREAS, Frederick N. Richardson has been the recipient of numerous
accolades and awards including a Key to the City of Auburn in 1990, the
Distinguished Citizen Award, and in 2008, the Works of Love Award from
Catholic Charities of the Finger Lakes; and
WHEREAS, Throughout his career, Frederick N. Richardson served his
community by supporting numerous agencies, and sitting on the boards of
more than a dozen human services organizations, including The Auburn
Education Foundation, the Cayuga County Convention and Visitors Bureau,
Harriet Tubman Home, Inc., Red Cross, and YMCA-WEIU; he has also served
as Executive Director of the Auburn Human Rights Commission since 2010;
and
WHEREAS, Frederick N. Richardson has been called upon to contribute
his time and talents to countless civic and charitable endeavors and has
always given of himself unstintingly; and
WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, Frederick N. Richardson has stood
constant in dignity, good grace and humor; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Frederick N. Richardson has
displayed throughout his life; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-

tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Frederick N. Richardson upon the occasion of his designation for
special recognition after 28 years of dedicated service as Chairperson
of the Board of Trustees at Cayuga Centers on September 22, 2016; and be
it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Frederick N. Richardson.
