LEGISLATIVE RESOLUTION commending Edward Myers Hayes upon the occasion
of his designation for special recognition after 21 years of dedicated
service as President and CEO to Cayuga Centers on September 22, 2016
WHEREAS, Individuals who give of their time and energies and serve the
best interests of their communities are an asset beyond remuneration and
cannot be sufficiently extolled; and
WHEREAS, Edward Myers Hayes has given not only of his time and ener-
gies but also of his competence, intelligence and leadership and conse-
quently has been designated for special honor; and
WHEREAS, This Legislative Body is justly proud to commend Edward Myers
Hayes upon the occasion of his designation for special recognition after
21 years of dedicated service as President and CEO to Cayuga Centers, to
be feted at a Celebration of Service Dinner on Thursday, September 22,
2016, at The Springside Inn, Auburn, New York; and
WHEREAS, Cayuga Centers is a network of services geared to supporting
youth, families, and individuals who need help meeting the diverse chal-
lenges of life; this extraordinary organization helps to grow independ-
ent, healthy, productive citizens through quality counseling and resi-
dential and support services in partnership with government agencies and
other service providers; and
WHEREAS, Since 1995, Edward Myers Hayes has been President and CEO of
Cayuga Centers which has grown from a limited program agency serving
only Cayuga County with a two-million dollar annual budget, to a fifty
million dollar multi-service provider which operates programs throughout
Central New York State, New York City, Florida and Delaware; and
WHEREAS, Holding a master's degree in Public Administration from
Russell Sage College, Edward Myers Hayes has been a prime mover in the
growth of evidence-based practice throughout New York State, making
Cayuga Centers one of only two organizations in the United States to
operate three evidence-based programs; and
WHEREAS, Under his luminous leadership, Edward Myers Hayes transformed
the Residential Treatment Center to meet changing needs of youth and
families by creating specialty treatment units, upgrading staffing
patterns, improving training, and increasing the frequency of family
therapy; he also implemented Functional Family Therapy (FFT), Multidi-
mensional Treatment Foster Care (MTFC) and a Multisystemic Therapy (MST)
programs; and
WHEREAS, Edward Myers Hayes created a 396 foster bed Transitional
Foster Care Program which is under contract with the United States
Office for Refugee Resettlement (ORR) for Unaccompanied Children; this
is the largest foster bed program funded by ORR; and
WHEREAS, Edward Myers Hayes was instrumental in enhancing Medicaid
Service Coordination and respite services for individuals with develop-
mental disabilities as well as expanding Treatment Family Foster Care to
southeast Florida and the State of Delaware; and
WHEREAS, Edward Myers Hayes built strong relationships with counties
resulting in increased residential utilization and community contracts,
and developed and implemented an Information Technology plan linking 14
different offices and sites to an agency intranet; and
WHEREAS, Edward Myers Hayes has been called upon to contribute his
time and talents to countless civic and charitable endeavors and has
always given of himself unstintingly; and
WHEREAS, A frequent conference speaker and organizer for the initial
Global Implementation Conference, Edward Myers Hayes was a co-founder
and first President of Advancing Evidence-Based Practice; he chaired the
Cayuga County Human Services Coalition, is a past member of New York
State's Family and Children's Services Board, and has served as a Team
Leader and Peer Reviewer for the Council on Accreditation (COA); and
WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, Edward Myers Hayes has stood
constant in dignity, good grace and humor; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which Edward Myers Hayes has displayed
throughout his life; and
WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Edward Myers Hayes upon the occasion of his designation for
special recognition after 21 years of dedicated service as President and
CEO to Cayuga Centers on September 22, 2016; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Edward Myers Hayes.
