LEGISLATIVE RESOLUTION commending Robert Libby upon the occasion of his
retirement after seven years of distinguished service as Superintendent
to the Cohoes City School District

WHEREAS, It is the practice of this Legislative Body to take note of and
publicly acknowledge individuals of remarkable integrity and character
whose endeavors have enhanced the quality of education in this great
State; and
WHEREAS, The result of many individual efforts, the excellence and the
success of the Cohoes City School District is due in large part to the
efforts of Superintendent Robert Libby; and
WHEREAS, This Legislative Body is justly proud to commend Robert Libby
upon the occasion of his retirement after seven years of distinguished
service as Superintendent to the Cohoes City School District to be cele-
brated with a dinner held in his honor on Friday, April 3, 2015, at
Michaels Banquet House in Cohoes, New York; he will officially retire in
April of 2015; and
WHEREAS, Robert Libby received both his Bachelor of Arts degree in
History and Master of Arts degree in Political Science at the University
of Maine at Orono; he then pursued his Ph.D. in Political Science at
Emory University, and went on to obtain his Certificate of Advanced
Study in Educational Administration at the University of Maine at Orono
in 1988; and
WHEREAS, For more than 21 years, Robert Libby has provided dedicated
service to the Cohoes School District; in November of 1993, he began his
career in education as the Assistant Superintendent for Business and
Operations for 15 years, and in June of 2008, he was appointed as the
Superintendent of Schools; and
WHEREAS, In his role as Superintendent, Robert Libby has remained a
passionate advocate for the students and community of Cohoes; and
WHEREAS, In addition, Robert Libby has represented Cohoes on a number
of issues, and takes great pride in his role of improving the school
building conditions; and
WHEREAS, Prior to his tenure with the Cohoes City School District,
Robert Libby served as a part-time instructor in the Department of Poli-
tical Science at Emory University, and as an instructor in the Social
Science Division at the Oxford College of Emory University; he also
served as an Issues Analyst in the Special Projects Section for the
Georgia Department of Natural Resources; and
WHEREAS, From July 1983 to June 1989, Robert Libby held the esteemed
position as Administrative Assistant to the Superintendent of Schools in
Topsham, Maine; from August 1989 to 1993, he served as the Assistant
Superintendent for Business Services in the Greater Johnstown School
District, before accepting a position within the Cohoes School District;
and
WHEREAS, Active in his community as well as his profession, from March
1980 to June 1983, Robert Libby served as Town Manager, Treasurer, Tax
Collector, General Assistance Administrator, and Road Commissioner for
the Town of Bowdoinham, Maine; and
WHEREAS, This remarkable administrator is also involved with the New
York Schools Insurance Reciprocal (NYSIR) and the Capital Area School
Development Association (CASDA); and
WHEREAS, With him throughout have been his wife, Joan, and their three
daughters, Bonnie, Nellie, and Kelsey, as well as two grandchildren, all
of whom feel privileged to be a part of his life and rejoice in his
achievements; and

WHEREAS, Robert Libby has continually demonstrated an impressive dedi-
cation, an unparalleled devotion and an unremitting enthusiasm for the
quality of the educational programs and opportunities offered in the
Cohoes City School District for the benefit of its faculty and students,
as well as for the entire community; and
WHEREAS, In completing his service as Superintendent, Robert Libby
leaves behind more than mere bricks and mortar; he leaves behind a lega-
cy to the residents of the Cohoes community and to future generations of
its students; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Robert Libby upon the occasion of his retirement after seven
years of distinguished service as Superintendent to the Cohoes City
School District, and to wish him well in all his future endeavors; and
be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Robert Libby.
