LEGISLATIVE RESOLUTION honoring Howard T. Howlett, Jr. upon the occasion
of his retirement after many years of distinguished service to the Board
of Directors of the WCA Hospital of Jamestown
WHEREAS, It is the intent of this Legislative Body to commemorate and
recognize certain milestones and accomplishments in the careers of citi-
zens of this great State and Nation; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Howard T. Howlett, Jr. upon the occasion of his retirement after many
years of distinguished service to the Board of Directors of the WCA
Hospital of Jamestown; and
WHEREAS, Chartered in 1885, the Woman's Christian Association of New
York began as both a boarding house for young working women and a one-
room hospital for its residents and other sick or injured persons; and
WHEREAS, Today, WCA Hospital of Jamestown is Southwestern New York's
largest not-for-profit healthcare provider, offering an extensive range
of inpatient and outpatient acute and rehabilitation services; and
WHEREAS, The mission of WCA Hospital is to improve the health and
well-being of the people of Chautauqua County and the surrounding area
in a way that includes compassion, dedication, a commitment to quality
and patient safety, while maintaining economic viability and a vision
for the 21st Century; and
WHEREAS, Howard T. Howlett, Jr. has helped advance this mission
through his diligent service as a member of the Board of Directors for
WCA Hospital; and
WHEREAS, Howard T. Howlett, Jr. was born in Detroit, Michigan; he had
a long and robust career with General Motors, including stints as
National and Regional Exhibit Representative, District Manager, Heavy
Duty Truck Sales Engineer, and New Car Merchandising Manager covering
106 dealerships in Western New York; in addition, he owned Howlett
Cadillac Oldsmobile Pontiac, Inc. in Jamestown; and
WHEREAS, Howard T. Howlett, Jr. was first elected to the WCA Hospital
Board of Directors in January of 1979; since then, as a member he has
shared with the board his expertise in business development, government
relations, public policy, advocacy, strategic planning, facility plan-
ning, communications, marketing and relationship building for the past
36 years; and
WHEREAS, Along with his service to the WCA Hospital Board of Direc-
tors, Howard T. Howlett, Jr. was a founding member, Chairman and Treas-
urer of the Healthcare Trustees of New York State; he also served as a
Board Member for the Healthcare Association of New York State, a member
of the Hamot Health Foundation, Inc. and a Trustee for the Fredonia
College Foundation; and
WHEREAS, Furthermore, Howard T. Howlett, Jr. served as the State of
New York Commissioner on the Berger Commission and as an active member
on the Committee on Governance of the American Hospital Association; and
WHEREAS, During his distinguished service in the healthcare field, he
has been the recipient of several awards, including the Healthcare Trus-
tees of New York State's Trustee Advocacy Award and the Health Care
Heroes Award from Buffalo Business First; and
WHEREAS, Today, Howard T. Howlett, Jr. continues to support the
healthcare needs of the residents of Chautauqua County and beyond
through his service as Chair of the Board of Directors for STARFLIGHT,
Inc., and as Chairman of the Board of Southern Tier Healthcare System;
and
WHEREAS, It is the intent of this Legislative Body to publicly recog-
nize and honor beloved citizens who have contributed in extraordinary
ways to the betterment of the lives of residents of this great Empire
State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Howard T. Howlett, Jr. upon the occasion of his retirement after
many years of distinguished service to the Board of Directors of the WCA
Hospital of Jamestown, and to wish him well in all his future endeavors;
and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Howard T. Howlett, Jr.
