LEGISLATIVE RESOLUTION commending Dr. Pamela V. Agan-Smith upon the
occasion of her selection as 2015 School Psychologist of the Year by the
National Association of School Psychologists
WHEREAS, It is the custom of this Legislative Body to recognize and pay
tribute to those individuals within the field of mental health who
distinguish themselves through professional excellence and who have made
significant contributions to the quality of life of citizens in the
State of New York; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend
Dr. Pamela V. Agan-Smith upon the occasion of her selection as 2015
School Psychologist of the Year by the National Association of School
Psychologists at its Annual Convention in Orlando, Florida, on February
17-20, 2015; and
WHEREAS, The National Association of School Psychologists works to
empower school psychologists by advancing effective practices to improve
students' learning, behavior, and mental health; and
WHEREAS, Dr. Pamela V. Agan-Smith earned her master's degree and
doctorate in Psychology from the University at Albany, and is a New York
State Licensed Psychologist; and
WHEREAS, For the past 31 years, Dr. Pamela V. Agan-Smith has rendered
faithful, conscientious and valuable service as a school psychologist in
the Greenville School District; and
WHEREAS, Known for her exemplary dedication to improving the mental
health and well-being of students, Dr. Pamela V. Agan-Smith's many
accomplishments include helping to create an early-literacy intervention
program, an after school Al-A-Teen program, peer mediation, and suicide
prevention programs; and
WHEREAS, In addition, Dr. Pamela V. Agan-Smith established
Greenville's first district-wide mental health crisis plan; and
WHEREAS, The recipient of numerous other awards and accolades for her
outstanding service, Dr. Pamela V. Agan-Smith was honored with the 1983
Ted Bernstein Memorial Award and the 2013 Frank Plumeau School Psychol-
ogist of the Year Award by the New York Association of School Psychol-
ogists; and
WHEREAS, Dr. Pamela V. Agan-Smith's work as a school psychologist has
had a positive, wide-ranging effect on the youth of Greenville, helping
them succeed both inside and outside the classroom; and
WHEREAS, Throughout the entire period of her community service, a
period of constructive involvement, Dr. Pamela V. Agan-Smith has stood
constant in dignity, good grace and humor; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Dr. Pamela V. Agan-Smith upon the occasion of her selection as
2015 School Psychologist of the Year by the National Association of
School Psychologists; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Dr. Pamela V. Agan-Smith.
