LEGISLATIVE RESOLUTION honoring Shirley Luck upon the occasion of her
designation as recipient of the 2015 Liberty Bell Award from the Fulton
County Bar Association

WHEREAS, The quality and character of life in this Nation, and the great
State of New York, are reflective of the purposeful lives and good works
of those patriotic and civic-minded community members who dedicate their
lives and careers to the service of others; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to honor
Shirley Luck upon the occasion of her designation as recipient of the
2015 Liberty Bell Award from the Fulton County Bar Association to be
celebrated on Friday, May 1, 2014; and
WHEREAS, The Liberty Bell Award, given each year on Law Day, which is
May 1st, by local bar associations, honors exemplary citizens within the
local community; the award recognizes outstanding service performed by a
non-lawyer citizen who volunteers their time and efforts to serve the
community; and
WHEREAS, A native of Amsterdam, New York, Shirley Luck has dedicated
her life to improving the lives of senior citizens; and
WHEREAS, Shirley Luck was appointed Director of the newly formed
Senior Citizens Club of Johnstown, New York, in 1966; under her leader-
ship, the organization expanded its operations from one day a week to
five, and became a department of the city; in addition, its membership
grew from 20 to 1,383 members; and
WHEREAS, Throughout the years, Shirley Luck has developed numerous
programs for the benefit of the senior citizen community including coun-
seling and referral services, assistance to the homebound, legal
services, and social events; and
WHEREAS, In 1978, this esteemed woman served as advisory planner and
coordinator for the new Senior Center, the first city building with a
solar heating system; and
WHEREAS, Shirley Luck was also selected by the New York State Office
of the Aging in 1983, to represent the Dwight D. Eisenhower People to
People International Organization on a goodwill mission to the People's
Republic of China and Japan; and
WHEREAS, A tireless advocate for important issues affecting the elder-
ly, Shirley Luck has led seniors to voice their support for the contin-
uance of vital local services; she has also spearheaded the development
of a social adult day care in Fulton County; after many years of distin-
guished service, she officially retired in 1992; and
WHEREAS, In recognition of her tremendous efforts, the City of Johns-
town named the Senior Citizen Center in honor of Shirley Luck in 1991;
and
WHEREAS, Shirley Luck has been called upon to contribute her time and
talents to countless civic and charitable endeavors and has always given
of herself unstintingly; she is affiliated with such organizations as
the New York State Council on the Aging, the Mohawk Hudson Leadership
Council, the Capital District Association of Providers of Aging
Services, the Fulton County Social Workers Association, and the Fulton
County Office for the Aging Advisory Council; and
WHEREAS, Shirley and her first husband, Robert Luck, together were the
proud parents of Michael, Neil, Margaret, Corinne, and Cheryl; today,
she is married to Maidwyn Hughes whom she met after visiting Wales; and
WHEREAS, Rare indeed is the impressive dedication shown by an individ-
ual for the benefit of others which this remarkable woman has displayed
throughout her life; and

WHEREAS, It is the sense of this Legislative Body that when individ-
uals of such noble aims and accomplishments are brought to our atten-
tion, they should be celebrated and recognized by all the citizens of
the great State of New York; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Shirley Luck upon the occasion of her designation as recipient of
the 2015 Liberty Bell Award from the Fulton County Bar Association; and
be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Shirley Luck.
