LEGISLATIVE RESOLUTION congratulating World War II Veteran Edward Micha-
el Palmer upon the occasion of receiving an Honorary High School Diploma
on June 27, 2015

WHEREAS, Members of the Armed Services from the State of New York, who
have served so valiantly and honorably in wars in which this country's
freedom was at stake, as well as in the preservation of peace in peace-
time, deserve a special salute from this Legislative Body; and
WHEREAS, This Legislative Body is justly proud to congratulate World
War II Veteran Edward Michael Palmer upon the occasion of receiving an
Honorary High School Diploma; and
WHEREAS, On Saturday, June 27, 2015, Liberty High School will bestow
an Honorary High School Diploma to World War II veteran Edward Michael
Palmer, an octogenarian who, instead of graduating, joined the United
States Armed Forces; he celebrated his 89th Birthday on Sunday, May 24,
2015; and
WHEREAS, Operation Recognition, created by Section 305 of the New York
State Education Law, recognizes the devotion and sacrifice of World War
II, Korean War, and Vietnam Era veterans who left school early by
presenting them with a high school diploma; and
WHEREAS, To be eligible, a veteran must meet the following require-
ments: be a New York State resident, engaged in active duty service for
at least one day during one of the following wartime periods: World War
II: December 7, 1941 - December 31, 1946, Korea: June 27, 1950 - Janu-
ary 31, 1955, Vietnam: May 1, 1961 - April 30, 1975, and received a
satisfactory discharge from military service; and
WHEREAS, A Purple Heart recipient, Edward Michael Palmer would have
been a member of the Liberty High School graduating class of 1944; upon
joining the United States Army, he proudly served his country as a
member of the 15th Infantry, 3rd Division where he was assigned to the
European Theater of World War II; in this capacity, this valiant soldier
was wounded six times and participated in the Battle of the Bulge; and
WHEREAS, Residents of this great State must never forget the courage
with which these men and women served their country, and must recognize
that no greater debt is owed than that owed to those who gave their
lives for their beloved Nation and to those who continue to be missing
in action; and
WHEREAS, Having exhibited his patriotism both at home and abroad,
Edward Michael Palmer demonstrated his love for his country and merits
forevermore, the highest respect of his State and Nation; and
WHEREAS, Our Nation's veterans deserve to be recognized, commended and
thanked by the people of the State of New York for their service and for
their dedication to their communities, their State and their Nation;
now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
congratulate World War II Veteran Edward Michael Palmer upon the occa-
sion of receiving an Honorary High School Diploma on June 27, 2015; and
be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Edward Michael Palmer.
