LEGISLATIVE RESOLUTION commending Executive Director Joe Judd upon the
occasion of his retirement after 39 years of distinguished service to
the Arc Otsego

WHEREAS, This Legislative Body seeks to acknowledge those individuals
whose professional lives and civic endeavors serve to enhance the stat-
ure of the State of New York; and
WHEREAS, Attendant to such concern, and in full accord with its long-
standing traditions, this Legislative Body is justly proud to commend
Executive Director Joe Judd upon the occasion of his retirement after 39
years of distinguished service to the Arc Otsego to be celebrated with
an open house at the Arc in Oneonta, New York, on Wednesday, January 14,
2015; and
WHEREAS, Joe Judd began his career with the Arc Otsego in 1975, when
the 10-year-old agency provided only two services, a small summer school
program and a sheltered workshop program, which he directed; and
WHEREAS, In 1980, he was promoted to executive director, a position in
which he excelled, rendering faithful, conscientious and valuable
service, and piloting Arc Otsego through a period of continuous growth
spanning the next four decades; and
WHEREAS, Under Executive Director Joe Judd's luminous direction, the
Arc Otsego has expanded to include more specialized, community-based
services; his leadership helped the organization experiment with many
new small business ventures, including a pre-kindergarten, a used furni-
ture store and a furniture refinishing program; and
WHEREAS, In addition, Joe Judd oversaw the development of Arc Otsego's
Residential Support Services, a program which provides transportation
and individualized housing for people with developmental disabilities,
and the Community Employment Services, which works to provide these men
and women with local jobs; and
WHEREAS, Executive Director Joe Judd's outstanding knowledge, insight
and managerial qualities have helped the Arc Otsego in becoming an
organization which today offers community-based services and support to
almost 500 individuals with developmental disabilities and their fami-
lies at more than 20 agency sites throughout Otsego County; and
WHEREAS, In his official acts, Executive Director Joe Judd was
governed by a keen sense of duty and always showed a unique grasp of
human problems; he has earned the admiration, esteem and affection of
his colleagues; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession certainly have earned the recognition and applause of all the
citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Executive Director Joe Judd upon the occasion of his retirement
after 39 years of distinguished service to the Arc Otsego, and to wish
him all the best in his future endeavors; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Joe Judd.
