LEGISLATIVE RESOLUTION honoring Alan Deline upon the occasion of his
designation as recipient of the 2016 Veteran of the Year Award by the
Fulton Veterans Council
WHEREAS, Members of the Armed Services from the State of New York, who
have served so valiantly and honorably in wars in which this country's
freedom was at stake, as well as in the preservation of peace in peace-
time, deserve a special salute from this Legislative Body; and
WHEREAS, It is the intent of this Legislative Body to commend those
who have served in times of active conflict, as well as those who have
served in times of peace; and
WHEREAS, This Legislative Body is justly proud to honor Alan Deline
upon the occasion of his designation as recipient of the 2016 Veteran of
the Year Award by the Fulton Veterans Council; this momentous occasion
was celebrated with a Veterans Day Ceremony on Wednesday, November 11,
2015, at the Fulton Veterans Park; and
WHEREAS, The esteemed Veteran of the Year Award recognizes individuals
who have served honorably in the military, as well as those who have
contributed to the betterment of their community after being
discharged; and
WHEREAS, Alan Deline, who is also the city's Fire and Police Commis-
sioner, is a native of Fulton, New York; he had just finished his junior
year in high school when he joined the Marine Corps Reserve where he
honorably served as a member of the 10th Tank Battalion, having trained
at the Amboy Airport in Syracuse; and
WHEREAS, Prior to his unit's activation at the start of the Korean
War, Alan Deline played the trumpet in the Marine Corps Band; he was
sent to the west coast for 60 days of advanced infantry training, during
which time he anticipated a deployment, but was sent back to the east
coast where he continued to play in the Marine Corps Band for two years
until his honorable discharge; and
WHEREAS, Alan Deline then completed additional education and joined
the United States Army for two enlistments; during those six years he
proudly served in the United States and Germany, becoming a crime scene
investigator at just 23 years old; and
WHEREAS, For his courageous service, Alan Deline earned the State of
New York Medal for Merit, National Defense Service Medal and the Army
Commendation Medal, among others; and
WHEREAS, Following the completion of his military service, Alan Deline
traveled the world for eight months, before earning a Bachelor's degree
from Michigan State University in Police Administration and a Bachelor's
degree in Public Justice from SUNY Oswego where he graduated cum laude;
he went on to continue his studies in the graduate division of SUNY
Oswego with a major in Education; and
WHEREAS, During his illustrious career, Alan Deline taught at the
police academy in Utica; for five years, he instructed the advanced
training for the Utica Police Department, as well as police field oper-
ations and tactics courses; and
WHEREAS, Alan Deline continued his career in education at the Oswego
County BOCES Burton Ramer Technical Career Center where he taught crimi-
nal justice for a decade; he was also the advisor for Law Enforcement
Post 873, and received the Award of Merit for his service to the youth
in Oswego County through idealism and citizenship; and
WHEREAS, This extraordinary man retired in 2004 from SUNY Oswego,
where he also taught courses in drugs and crime, homicide investigation
and police field operations; and
WHEREAS, A true lifelong learner, Alan Deline attended the FBI Academy
in Virginia in 1999, studying forensic science and criminal profiling;
he also completed a homicide investigation course in Miami, and became a
member of a homicide task force in 2013, which works on cold case homi-
cides once a year in various locations across the country; and
WHEREAS, Active within his community, Alan Deline is on the advisory
board for the Oswego City and the Oswego County Youth Courts; he is a
lifetime member of the Veterans of Foreign Wars, Post 569, Marine Corps
League and the Military Order of Devil Dogs; and
WHEREAS, Furthermore, Alan Deline is a member of the FBI-Marine Corps
Association, Marine Corps-Law Enforcement Foundation and the Army Crimi-
nal Investigation Division Agent's Association; he is the proud father
of three children and six grandchildren; and
WHEREAS, Having exhibited his patriotism both at home and abroad, Alan
Deline has demonstrated his love for his country and merits forevermore,
the highest respect of his State and Nation; and
WHEREAS, Our Nation's veterans deserve to be recognized, commended and
thanked by the people of the State of New York for their service and for
their dedication to their communities, their State and their Nation;
now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
honor Alan Deline upon the occasion of his designation as recipient of
the 2016 Veteran of the Year Award by the Fulton Veterans Council; and
be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to Alan Deline.
