LEGISLATIVE RESOLUTION mourning the death of The Honorable J. Timothy
Breen, distinguished citizen and devoted member of his community

WHEREAS, This Legislative Body is moved to publicly mourn the death of
those distinguished citizens who would devote themselves to public
service, demonstrating great courage and diligence in providing for the
care and welfare of the citizens of their communities and this great
Empire State; and
WHEREAS, Judge J. Timothy Breen of Queensbury, New York, died on
Wednesday, January 20, 2016, at the age of 67; and
WHEREAS, Born on July 12, 1948, J. Timothy Breen was the son of the
late John Timothy and Mary Finn Breen; as a young man, he attended Saint
Mary's Academy where he served as President of the Class of 1966; and
WHEREAS, J. Timothy Breen earned his Bachelor of Arts degree with
Departmental Honors from Le Moyne College, and received his Juris Doctor
degree from Albany Law School; he also proudly served his country as a
member of the United States Army Reserve for six years; and
WHEREAS, After completing his studies, J. Timothy Breen began his
accomplished legal career with the firm of Little and O'Connor, and
subsequently, was one of the first appointed Support Magistrates by the
Office of Court Administration in 1995; and
WHEREAS, This esteemed public servant was appointed by the Governor in
June of 1999 to serve as Warren County Family Court Judge; he later ran
for two subsequent terms to become the longest sitting Family Court
Judge in Warren County history; and
WHEREAS, During his judicial tenure, Judge J. Timothy Breen became
known for his tremendous work ethic, no-nonsense demeanor and dedication
to helping those he presided over; he was also respected for being a
tireless advocate for young people, and started one of the region's
first Family Court drug treatment court programs; and
WHEREAS, In 2002, Judge J. Timothy Breen further distinguished himself
by serving as an acting Supreme Court Justice presiding over matrimonial
and divorce actions; and
WHEREAS, Throughout his illustrious career, Judge J. Timothy Breen was
governed by a keen sense of duty and always showed a unique grasp of
human problems in his official acts; and
WHEREAS, Judge J. Timothy Breen's commitment to excellence, and his
spirit of humanity, carried over into all fields of enterprise, includ-
ing charitable and civic endeavors; he was a member of both the New York
State Bar Association, and Warren County Bar Association, as well as the
New York State Family Court Judicial Association, where he served as
delegate to the 4th Judicial District; and
WHEREAS, An integral part of his community, Judge J. Timothy Breen
proudly served as a trustee of the Hyde Collection, and as Director of
both the Conkling Center and the Glen at Highland Meadows; he was also a
member of the Chapman Historical Museum, Fort House Museum, and the
Feeder Canal Alliance; and
WHEREAS, Predeceased by his parents and brother, Daniel Patrick, Judge
J. Timothy Breen is survived by his husband, Michael D. Gleason; his
sisters, Johanna (Joseph) and Mary Ellen(Frederick); two nephews,
Jeffrey (Karyn) and Todd (Sera) ; and two nieces, Amy (Thomas) and Caro-
lyn (James); as well as his three sisters-in-law, Nancy (Paul), Linda
(Paul) and Elaine (Colin); and
WHEREAS, Armed with a humanistic spirit and imbued with a sense of
compassion, Judge J. Timothy Breen leaves behind a legacy which will
long endure the passage of time and will remain as a comforting memory
to all he served and befriended; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
celebrate the life and distinguished career of The Honorable J. Timothy
Breen, recognizing his exceptional service, and conveying its sincere
condolences to his beloved family; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be tran-
smitted to the family of The Honorable J. Timothy Breen.
