HONORING Neil Barsky upon the occasion of his
designation for special recognition by The Fortune
Society on April 17, 2017

WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Neil Barsky upon the occasion of his designation for special recognition
by The Fortune Society, to be celebrated at its Spring Benefit,
Celebrating the Power of Theater and Media to Transform Lives, on
Monday, April 17, 2017, at City Winery, New York, New York; and

WHEREAS, Neil Barsky began his illustrious career as an Analyst for
Morgan Stanley in 1993, working on commercial real estate and the gaming
industry; within one year, he was recognized on the All-Star Analysts
list of Institutional Investors; and

WHEREAS, Five years later, in 1998, Neil Barsky and a fellow Morgan
Stanley alumnus started a hedge fund called Midtown Research; he stayed
with the fund until 2002, when he opened his own hedge fund, Alson
Capital Partners, named after his children, Alexandra and Davidson; and

WHEREAS, Neil Barsky is the founder and chairman of The Marshall
Project, a non-profit journalism enterprise that covers the American
system of criminal justice with the goal of sparking a national
conversation about reform; and

WHEREAS, This esteemed man has enjoyed a varied career in the fields
of journalism, finance and film, and he has been an award-winning
newspaper reporter, working for the New York Daily News and the Wall
Street Journal; and

WHEREAS, Neil Barsky produced and directed "Koch", a documentary
released in 2012, about the role that former New York City Mayor Ed Koch
played in transforming the city in the late 1980s; he also served as
co-executive producer and director of the documentary, "Knuckleball!";
and

WHEREAS, It has always been the objective of this Legislative Body
to honor and support those individuals who have displayed their
commitment to the betterment of their communities, and it is the intent
of this Legislative Body to inscribe upon its records this tribute to
Neil Barsky, that future generations may know and appreciate his
admirable character, his many benevolent deeds, and the respect and
esteem in which he is held by his peers; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Neil Barsky upon the occasion of his designation for special
recognition by The Fortune Society on April 17, 2017; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Neil Barsky.
