Senate Resolution No. 1248

COMMENDING Michael McGarry upon the occasion of
his retirement after 30 years of distinguished
service to the New York State Guard
WHEREAS, It is the custom of this Legislative Body to recognize and
honor those distinguished citizens of this great Empire State who have
devoted themselves to faithfully serving the best interests of their
community and the needs of its residents; and
WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commend Michael McGarry upon the occasion of his retirement after 30
years of distinguished service to the New York State Guard; and
WHEREAS, Throughout his distinguished career, Michael McGarry served
the citizens of New York with intelligence and caring dedication,
continuously striving to effectively fulfill the duties of his position;
and
WHEREAS, Michael McGarry has served the State of New York as both a
Police Officer and State Guardsman; he is recognized as an expert in
chemical, biological and nuclear counterterrorism and holds multiple
State, Regional, National and Military Certifications to support his
levels of expertise; and
WHEREAS, These Certifications include Accident Investigation by the
United States Department of Transportation, Homeland Security, Emergency
Psychology from John Jay College of Criminal Justice, Custody and
Acquisition of Drug Specimens by the United States Department of Energy,
Internal Investigation by the New York Police Department, Hazardous
Materials, Chemical and Biological Counterterrorism from the United
States Army and Incidence Command, Confined Space Operations as well as
Counterterrorism Response from the State of NY; and
WHEREAS, Throughout his distinguished career, Michael McGarry has
held the title of Lieutenant, Investigator for the Port Authority Police
Department, Coast Guard Chief Warrant Officer 3, Provost Marshal, New
York Guard and Peer Mentor; and
WHEREAS, In addition, Michael McGarry manages a financial company
with assets and is a Board Member of the New York Guard Association and
is actively involved in Veterans Affairs through the Private First Class
Joseph P. Dwyer Veterans Peer Support Program, Vet to Vet; and
WHEREAS, Michael McGarry is the recipient of 35 Commendations for
Bravery, Police Excellence and other accomplishments and has ensured the
safety of the citizens of New York; he holds the esteemed Congressional
Citation for Bravery and Port Authority Commendation Medal, for his work
involving the September 11th attacks; and
WHEREAS, Sincerely loved and greatly respected by all those with
whom Michael McGarry has worked, he will be remembered for his honesty,
integrity, keen sense of duty and ability to show a unique grasp of
human problems in his official acts; and
WHEREAS, With him throughout has been his wife, Ester, who feels
privileged to be a part of his life and rejoice in his achievements; and
WHEREAS, It is the sense of this Legislative Body that when
individuals of such noble aims and accomplishments are brought to our
attention, they should be celebrated and recognized by all the citizens
of the great State of New York; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Michael McGarry upon the occasion of his retirement after 30
years of distinguished service to the New York State Guard, and to wish
him continued success in all his future endeavors; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Michael McGarry.
