MOURNING the death of Frank Garland III, family
man, distinguished citizen and devoted member of his
community
WHEREAS, It is the custom of this Legislative Body to pay tribute to
citizens of the State of New York, whose lifework and civic endeavor
served to enhance the quality of life in their communities and the great
State of New York; and
WHEREAS, Frank Garland III, son of Vilma Marie and the late Frank
Garland, Jr., of Buffalo, New York passed away on February 23, 2017; and
WHEREAS, After graduating from Hutchinson Central Technical High
School, Frank Garland III earned his degree from Buffalo State College
in 1989; and
WHEREAS, Frank Garland III served the City of Buffalo Common
Council, as a Legislative Assistant for Masten Councilman Demone Smith
and his successor Ulysees O. Wingo, Sr.; and
WHEREAS, Prior to his death, Frank Garland III held the position of
Secretary to the Commissioner of Parking for the City of Buffalo; and
WHEREAS, Frank Garland III distinguished himself in his profession
and by his sincere dedication and substantial contribution to the
welfare of his community; and
WHEREAS, Frank Garland III was a Board Member of Grassroots, Inc., a
local progressive political organization whose primary purpose is to
bring a positive change to Buffalo's inner city community; and
WHEREAS, In addition, Frank Garland III was a vital member of St.
Matthew's Lodge No. 74, International Free and Accepted Masons; and
WHEREAS, A good friend to all that knew him and the City of Buffalo,
Frank Garland III's dedication to his community will be impossible to
replace; and
WHEREAS, Predeceased by his father, Frank Garland, Jr., Frank
Garland III is survived by his wife, Patricia L., two daughters, Tiffany
Nicole, and Madissen Claire; one son, Cameron James; and one grandchild;
and
WHEREAS, Armed with a humanistic spirit and imbued with a sense of
compassion, Frank Garland III leaves behind a legacy which will long
endure the passage of time and will remain as a comforting memory to all
he served and befriended; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
mourn the death of Frank Garland III, family man, distinguished citizen
and devoted member of his community; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to the family of Frank Garland III.
