COMMEMORATING May 9, 2017, as Victory Day

WHEREAS, Throughout our Nation's history, Americans have stood in
solidarity with the people of other nations and lands who have fought
for their independence and for the cause of freedom; and

WHEREAS, This Legislative Body is justly proud to commemorate May 9,
2017, as Victory Day; and

WHEREAS, Victory Day is a holiday which commemorates the victory of
the Soviet Union over Nazi Germany in the Great Patriotic War; and

WHEREAS, It was first inaugurated in the 16 republics of the Soviet
Union, following the signing of the German Instrument of Surrender late
in the evening on May 8, 1945, after midnight, thus on May 9th Moscow
Time; and

WHEREAS, The Soviet government announced the victory early on May
9th after the signing ceremony in Berlin; and

WHEREAS, Though the official inauguration occurred in 1945, the
holiday became a non-labor day only in 1965, and only in certain Soviet
republics; and

WHEREAS, Through their long and sustained commitment to freedom, the
people of the United States of America have so heroically advanced that
spirit of united purpose and shared concern which is the unalterable
manifestation of our shared humanity; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commemorate May 9, 2017, as Victory Day.
