CONGRATULATING President Carole A. McCoy upon the
occasion of her retirement after 10 years of
distinguished service to Jefferson Community College
in Watertown, New York

WHEREAS, This Legislative Body seeks to acknowledge those
individuals whose professional lives and civic endeavors serve to
enhance the stature of the State of New York; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
congratulate President Carole A. McCoy upon the occasion of her
retirement after 10 years of distinguished service to Jefferson
Community College in Watertown, New York; and

WHEREAS, Carole McCoy was appointed as the fifth president of
Jefferson Community College in February of 2007; and

WHEREAS, She holds a bachelor's degree in economics from Framingham
State College in Massachusetts, a master's degree in business
administration from the University of Massachusetts, and a doctorate in
public administration from the University of Baltimore; and

WHEREAS, Dr. McCoy serves the community on the Board of Directors of
the Fort Drum Regional Liaison Organization (FDRLO), the Greater
Watertown North/Country Chamber of Commerce, WPBS and the Victim's
Assistance Center; she is also a member of the Watertown Rotary Club and
an active member and Secretary of the New York Community College
Presidents Association; and

WHEREAS, During her tenure as President, Jefferson Community College
has seen its graduation rates exceed national averages, has successfully
completed a 10 year accreditation cycle, and saw its nursing program
also receive accreditation; and

WHEREAS, In addition, under Dr. McCoy's leadership, the Jefferson
Higher Education Center was created and partners with other colleges,
including the State Universities at Oswego and Potsdam to offer local
students baccalaureate and graduate degrees; and

WHEREAS, Dr. McCoy was also instrumental in the construction of the
College's Collaborative Learning Center and construction of a new
residence hall; and

WHEREAS, Carole McCoy has clearly had an enduring impact on the
students of Jefferson Community College, as well as on the
community-at-large, and accordingly merits recognition and applause for
her impressive dedication to others; and

WHEREAS, It is the sense of this Legislative Body to commend the
efforts of those individuals who work to support our proud traditions of
institutions of higher education by providing their skills and talents
to our colleges; now, therefore, be it


RESOLVED, That this Legislative Body pause in its deliberations to
congratulate President Carole A. McCoy upon the occasion of her
retirement after 10 years of distinguished service to Jefferson
Community College in Watertown, New York, and to wish her continued
success in all her future endeavors; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Carole A. McCoy.
