HONORING J. Carol Lincoln upon the occasion of her
designation for special recognition by the New York
State Office for the Aging on May 9, 2017

WHEREAS, Senior citizens bring a wealth of experience and knowledge
to the increasingly active roles they play in today's society; their
past contributions and future participation are a vital part of, and
valuable asset to, the fabric of community life and activity; and

WHEREAS, This Legislative Body is justly proud to honor J. Carol
Lincoln upon the occasion of her designation for special recognition by
the New York State Office for the Aging at its Annual Older New Yorkers
Day Celebration on Tuesday, May 9, 2017, at the Hart Theatre Lounge in
the Egg, Albany, New York; and

WHEREAS, Each May, the New York State Office for the Aging pauses to
acknowledge the outstanding contributions made by older citizens during
National Older Americans Month; and

WHEREAS, Members of older generations have helped build and shape
our Nation to be the greatest in the world; they have defended our
freedoms and values to ensure that those who come after them may have
better lives; nowhere in the Nation is the legacy of their efforts more
visible and more a part of the lives of all citizens than here in the
State of New York; and

WHEREAS, This esteemed woman has been called upon to contribute her
time and talents to countless civic and charitable endeavors and has
always given of herself unstintingly; and

WHEREAS, Born and raised in Hudson, New York, J. Carol Lincoln was
taught the values and benefits of volunteerism at a young age by her
parents; and

WHEREAS, In 1955, J. Carol Lincoln married her husband, Ed, and
together the couple raised three children; from 1985-2005, she held the
title of Director of the Chemung County Retired and Senior Volunteer
Program, the largest volunteer agency in the area; and

WHEREAS, In addition to the Retired and Senior Volunteer Program, J.
Carol Lincoln has worked with numerous worthy organizations and agencies
throughout the Southern Tier and across the State of New York; one of
her favorite assignments was the READ-OUT program located in Syracuse,
New York; and

WHEREAS, READ-OUT is a radio reading service on WCNY for people who
are visually impaired or unable to physically turn pages in a book,
newspaper, or magazine; beginning as a volunteer reader, J. Carol
Lincoln eventually held the position of Program Coordinator; and

WHEREAS, In this capacity, J. Carol Lincoln was responsible for
recruitment of staff, distribution of radios/receivers, extensive

community relations, editing the program guide and newsletter, and
placement of over 100 people into 85 hours of programming; and

WHEREAS, J. Carol Lincoln also held the position of Chair of the
ATHENA Task Force from 2009-2014, and currently, holds the title of
President of the Bethany Village Board of Directors; and

WHEREAS, J. Carol Lincoln has served as a health insurance counselor
for the Chemung County Department of Aging and Long Term Care; today,
she is an intake interviewer for the Arctic League, a health information
volunteer at AARP, a member of the Elmira Rotary Club and the United Way
of the Southern Tier Board of Directors, and works in the Free Community
Kitchen; and

WHEREAS, This remarkable woman truly believes that volunteerism
makes her feel rejuvenated, revitalized, and invigorated; she is happy
to give back to the community which has given so much to her; and

WHEREAS, Throughout the entire period of her community service, a
period of constructive involvement, J. Carol Lincoln has stood constant
in dignity, good grace and humor; and

WHEREAS, With her throughout have been her husband, Ed, their three
children, 12 grandchildren, and one great-grandchild, all of whom have
shown her love and support and rejoice in her many achievements; and

WHEREAS, Rare indeed is the impressive dedication shown by an
individual for the benefit of others which J. Carol Lincoln has
displayed throughout her life; and

WHEREAS, J. Carol Lincoln, a very active and industrious woman, has
inspired and enriched the lives of those she serves through her
volunteerism, generously sharing the wisdom gained over years of
experiencing life to its fullest; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor J. Carol Lincoln upon the occasion of her designation for special
recognition by the New York State Office for the Aging on May 9, 2017;
and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to J. Carol Lincoln.
