MEMORIALIZING Governor Andrew M. Cuomo to proclaim
September 2017, as a Month of Remembrance in the
State of New York for all victims of terrorism

WHEREAS, It is the custom of this Legislative Body to recognize
official months that are set aside to increase awareness of serious
issues that affect the lives of citizens of New York State; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
memorialize Governor Andrew M. Cuomo to proclaim September 2017, as a
Month of Remembrance in the State of New York for all victims of
terrorism; and

WHEREAS, A Month of Remembrance has been set aside for the people of
the State of New York to remember the victims of terrorism as well as to
reflect on the need for respect of all people; and

WHEREAS, There is no greater evil than willful violence against
innocent people; and

WHEREAS, Terrorists struck on September 11, 2001, and thousands of
innocent people perished in New York City, at the Pentagon, and in
Shanksville, Pennsylvania; the dignity of those who were attacked and
the courage of those who came to their aid reaffirmed the strength of
both our State and Nation, as well as the human spirit; and

WHEREAS, Terrorist attacks are heinous acts against humanity and
have claimed thousands of victims worldwide and nationally, including
residents of the State of New York who have lost their lives, or
experienced the loss of loved ones, through these acts of human
violence; and

WHEREAS, Terrorists prey on the innocent and vulnerable, and have
nothing to offer except hatred and destruction; no cause justifies their
actions, yet they have claimed many victims; and

WHEREAS, Wherever they kidnap or kill, they reveal only their own
bankrupt vision, and disrupt or destroy lives; their actions impact not
only their victims, but the families, friends, and fellow citizens of
those who are targeted; and

WHEREAS, While terrorists can destroy our buildings and our
infrastructure, they can not take away our spirit, liberty, freedom and
democracy; and

WHEREAS, It is imperative that New Yorkers have an opportunity to
honor the memory of the victims of terrorism and to denounce terrorism;
now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
memorialize Governor Andrew M. Cuomo to proclaim September 2017, as a

Month of Remembrance in the State of New York for all victims of
terrorism; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to The Honorable Andrew M. Cuomo, Governor of the State of
New York.
