HONORING Chief Robert K. Boyce upon the occasion
of his designation as the 2018 Irishman of the Year
by the NYPD Emerald Society, Inc.

WHEREAS, It is the custom of this Legislative Body, in keeping with
its time-honored traditions, to recognize and pay tribute to those
individuals and organizations which foster ethnic pride and enhance the
profile of cultural diversity which strengthens the fabric of the
communities of New York State; and

WHEREAS, This Legislative Body is justly proud to honor Chief Robert
K. Boyce upon the occasion of his designation as the 2018 Irishman of
the Year by the NYPD Emerald Society, Inc., to be celebrated at its 65th
Dinner Dance on Friday, February 23, 2018, at Leonard's of Great Neck,
Long Island, New York; and

WHEREAS, Within every community of the State of New York there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their
exemplary contributions and service on behalf of others; and

WHEREAS, Robert K. Boyce joined the New York City Police Department
(NYPD) in January of 1983, as a patrolman with NSU 2 and the 24th
Precinct; and

WHEREAS, Throughout his illustrious career in law enforcement,
Robert K. Boyce has continued to climb the ranks; he was promoted to
Sergeant in December of 1988, Lieutenant in August of 1996, Captain in
October of 1998, Deputy Inspector in May of 2001, Inspector in October
of 2003, Deputy Chief in October of 2007, Assistant Chief in March of
2012, and Chief of Detectives in March of 2014, the esteemed position he
continues to serve today; and

WHEREAS, Chief Robert K. Boyce has also commanded Detective Boroughs
Bronx and Manhattan, the 40th and 67th Precincts, the 79th and 88th
Detective Squads, as well as the Gang Division; additionally, he served
as Executive Officer of the 75th and 90th Precincts; and

WHEREAS, Current reengineering of the NYPD has placed all Organized
Crime Control Bureau personnel into the Detective Bureau; with this
reengineering, Chief Robert K. Boyce currently leads approximately 6,000
members of the New York City Police Department; and

WHEREAS, Chief Robert K. Boyce holds a Bachelor of Science degree in
Criminal Justice from the State University of New York, and a Master of
Public Administration degree from Marist College; and

WHEREAS, With him throughout have been his wife of 33 years,
Kathleen, and their two children, Robert Jr. and Caitlin (Ryan), who
have all shown him love and support and rejoice in his many
achievements; and

WHEREAS, It is appropriate to recognize and commend such outstanding
law enforcement officers as Chief Robert K. Boyce for their valued
contributions to the community; and

WHEREAS, It is the practice of this Legislative Body to recognize
those organizations and its members of true purpose and worthy
accomplishment who provide opportunities to celebrate their rich ethnic
flavor and who strive to preserve their cultural heritage; now,
therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Chief Robert K. Boyce upon the occasion of his designation as the
2018 Irishman of the Year by the NYPD Emerald Society, Inc.; and be it
further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Chief Robert K. Boyce.
