HONORING Richard Baxter upon the occasion of his
designation as recipient of the Sam Phelps Service
Award by the Village of Walden

WHEREAS, It is incumbent upon the people of the State of New York to
recognize and acknowledge those within our midst who have made
significant contributions to the quality of life therein; and

WHEREAS, From time to time this Legislative Body takes note of
certain extraordinary individuals it wishes to recognize for their
valued contributions to the success and progress of society and publicly
acknowledge their endeavors which have enhanced the basic humanity among
us all; and

WHEREAS, This Legislative Body is justly proud to honor Richard
Baxter upon the occasion of his designation as recipient of the Sam
Phelps Service Award by the Village of Walden; this momentous occasion
was celebrated at its 7th Annual Leadership Day Awards Ceremony on
Thursday, January 12, 2017, at Municipal Hall; and

WHEREAS, Called upon to contribute his time and talents to countless
civic and charitable endeavors, Richard Baxter has always given of
himself unstintingly; and

WHEREAS, Richard Baxter is being recognized with this auspicious
award for his steadfast and unwavering dedication to the betterment of
his community, serving as an outstanding example to its residents; and

WHEREAS, With a sincere dedication to the Village of Walden, Richard
Baxter is a strong supporter of many volunteer activities including the
Back Pack Give Away and the St. Balderick's Foundation, which raises
money to fight childhood cancer; he is also a member of the Walden
Rotary Club; and

WHEREAS, Throughout the entire period of his community service, a
period of constructive involvement, Richard Baxter has stood constant in
dignity, good grace and humor; and

WHEREAS, Rare indeed is the impressive dedication shown by an
individual for the benefit of others which Richard Baxter has displayed
throughout his life; and

WHEREAS, It has always been the objective of this Legislative Body
to honor and support those individuals who have displayed their
commitment to the betterment of their communities, and it is the intent
of this Legislative Body to inscribe upon its records, this tribute to
Richard Baxter, that future generations may know and appreciate his
admirable character, his many benevolent deeds, and the respect and
esteem in which he is held by his peers; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Richard Baxter upon the occasion of his designation as recipient

of the Sam Phelps Service Award by the Village of Walden; and be it
further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Richard Baxter.
