HONORING Martin Cirincione, Esq. upon the occasion
of his designation as recipient of the Stanley A.
Rosen Memorial Award for Service to Victims of
Domestic Violence by The Legal Project on April 27,
2018

WHEREAS, It is the custom of this Legislative Body to call attention
to the dedicated efforts of those legal professionals from across the
State of New York who volunteer their time and energies in service to
the community; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Martin Cirincione, Esq. upon the occasion of his designation as
recipient of the Stanley A. Rosen Memorial Award for Service to Victims
of Domestic Violence by The Legal Project, to be celebrated at its
Awards Luncheon on Friday, April 27, 2018, at The Century House, Latham,
New York; and

WHEREAS, Founded by the Capital District Women's Bar Association in
1995, The Legal Project is a private, not-for-profit organization which
provides a variety of free and low cost legal services to the working
poor, victims of domestic violence and other underserved individuals in
the Capital District of New York State; and

WHEREAS, In 1977, Martin Cirincione began his legal career in
Schenectady County where he served in several capacities, including as
the Deputy Chief Assistant District Attorney and an Associate Attorney
in private practice with Englert, Reilly & McHugh; and

WHEREAS, In addition, he served as the Deputy County Attorney and
Associate Counsel of the Department of Social Services, and as the first
Schenectady County Public Defender; and

WHEREAS, Throughout his illustrious tenure with the State of New
York, Martin Cirincione served as the Executive Deputy Director of the
New York State Division of Probation and Correctional Alternatives, the
Executive Director of the New York State Division of Parole, the First
Deputy Director of Criminal Justice and the Executive Deputy
Commissioner of the New York State Division of Criminal Justice
Services; and

WHEREAS, Upon his retirement from government, Martin Cirincione
spent several years as the Deputy Director of the New York Prosecutors
Training Institute and later as the Deputy CEO of the Peter Young
Housing, Industries & Treatment Services, Inc.; and

WHEREAS, This extraordinary man is currently engaged in the private
practice of law limited to the representation of children in Juvenile
Delinquency, PINS and Custody and Visitation disputes, as well as women
in cases of Domestic Violence and the elderly in Article 81 Mental
Health Proceedings; and

WHEREAS, Martin Cirincione is also a Trustee of St. Joseph's Church
in Schenectady and serves as the legal advisor to Things Of My Very Own;
and

WHEREAS, Furthermore, he has served on the Board of Directors for
The Hispanic Outreach Services, The Northeast Legal Aid Society, The
Northeast Parent & Child Society, The Schenectady County Child Guidance
Center, and The Law, Order & Justice Center; and

WHEREAS, Volunteer work by skilled professionals is an essential
element of all societies; it provides a way in which the human values of
community, caring and serving can be sustained and strengthened; and

WHEREAS, This vital legal service promotes family and community
solidarity; most importantly, attorneys who volunteer their time in
civic and charitable endeavors inspire others to the call of
volunteerism; and

WHEREAS, It is the sense of this Legislative Body that when
individuals of such noble aims and accomplishments are brought to our
attention, they should be celebrated and recognized by all the citizens
of this great Empire State; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Martin Cirincione, Esq. upon the occasion of his designation as
recipient of the Stanley A. Rosen Memorial Award for Service to Victims
of Domestic Violence by The Legal Project on April 27, 2018; and be it
further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Martin Cirincione, Esq.
