HONORING Bill and Mary Murphy upon the occasion of
their designation for special recognition by Mount
Saint Mary College on June 4, 2018

WHEREAS, The unity of our State and Nation is built upon the
compassion of individuals such as Bill and Mary Murphy who uphold the
values of community life and who, through their great actions, epitomize
the best of humanity; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Bill and Mary Murphy upon the occasion of their designation for special
recognition by Mount Saint Mary College at its 40th Annual Golf
Tournament on Monday, June 4, 2018, at The Powelton Club, Newburgh, New
York; and

WHEREAS, Raised in Newburgh, New York, Bill Murphy graduated from
Saint Patrick's High School before earning a Bachelor of Civil
Engineering degree from Manhattan College and a Master of Structural
Engineering degree from Virginia Polytechnic Institute and State
University; and

WHEREAS, A professional engineer, Bill Murphy and his two partners
incorporated Halmar Contracting, Inc. in 1981, during which time he
helped the company become an "Engineering News Record," "400
Contractor," and one of the largest, most respected contractors in New
York; and

WHEREAS, In 1996, Bill Murphy sold his interests in Halmar and
founded William Murphy & Associates, a firm providing project
management, estimating, and claims consultation to the construction
industry; and

WHEREAS, This extraordinary man serves on the Director's Advisory
Council of M&T Bank and on the Board of Directors for the Construction
Industry Council of Westchester and Hudson Valley; he has also served as
board member and past president of the Associated General Contractors,
New York State, and as a member of the Liberty Mutual Insurance Advisory
Board; and

WHEREAS, In addition, Bill Murphy is a founder and former president
of Habitat for Humanity of Greater Newburgh, former Trustee of Mount
Saint Mary College, board member and former president of McQuade
Children's Services, board member of Holden Home, member and chairman of
the Town of Newburgh Ethics Board, and founding member of the Mount's
Artists on Campus; and

WHEREAS, A lifelong Newburgh resident, Mary Murphy graduated from
Newburgh Free Academy before earning an Associate of Applied Science
degree from Orange County Community College; and

WHEREAS, Mary Murphy began her illustrious nursing career in the
Special Care Nursery of Morrisania Hospital in the Bronx while

volunteering for ARC; she spent many years with Planned Parenthood as
nursing supervisor, volunteer, and board member, and was a Hospice
volunteer for 17 years; and

WHEREAS, With a steadfast and unwavering commitment to her
community, Mary Murphy has served on the board and Advisory Committee of
Occupations, Inc. and the Board of CP Center (Inspire); she was also
involved with the Literacy Council Committee, Friends of the Library,
Newburgh Ministry, and the Nurse-Healers Association, and was a founding
member of the Mount's Artists on Campus; and

WHEREAS, Mary Murphy currently serves on the Volunteer Committee of
Habitat for Humanity of Greater Newburgh; and

WHEREAS, Bill and Mary Murphy have been married for more than 50
years; in 2017, the couple was honored by Safe Harbors of the Hudson as
Cornerstones of the Community, Newburgh Champions; and

WHEREAS, With them throughout have been their two children and six
grandchildren, who have all shown them love and support and rejoice in
their many achievements; and

WHEREAS, Rare indeed is the impressive dedication shown by
individuals for the benefit of others which Bill and Mary Murphy have
displayed throughout their lives; and

WHEREAS, It has always been the objective of this Legislative Body
to honor and support those individuals who have displayed their
commitment to the betterment of their communities, and it is the intent
of this Legislative Body to inscribe upon its records, this tribute to
Bill and Mary Murphy, that future generations may know and appreciate
their admirable character, their many benevolent deeds, and the respect
and esteem in which they are held by their peers; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Bill and Mary Murphy upon the occasion of their designation for
special recognition by Mount Saint Mary College on June 4, 2018; and be
it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Bill and Mary Murphy.
