HONORING Trooper Joel R. Davis posthumously upon
the occasion of his designation as recipient of the
Brummer Award by the New York State Police

WHEREAS, The quality and sanctity of community life are cherished
values worthy of safeguarding, and this Legislative Body is moved to
honor those exemplary public servants who devoted their lives to
preserving and protecting such values; and

WHEREAS, This Legislative Body is justly proud to honor Trooper Joel
R. Davis posthumously upon the occasion of his designation as recipient
of the Brummer Award by the New York State Police, to be celebrated at
the 42nd Annual Superintendents Commendation and Awards Day Ceremony on
Wednesday, May 30, 2018, in Albany, New York; and

WHEREAS, Trooper Joel R. Davis proudly served as a member of the New
York State Police and was assigned to the Philadelphia Station, Troop D;
he was a resident of Evans Mills, New York; and

WHEREAS, On July 9, 2017, Trooper Davis responded to reports of a
domestic dispute, after multiple calls had been made to the Jefferson
County 911 system reporting shots fired at a residence on County Rt. 46
in the Town of Theresa; and

WHEREAS, Trooper Joel R. Davis was the first to arrive at the scene,
and put his own life at risk when he approached the residence to
investigate the incident to determine whether anyone was injured or
needed assistance; and

WHEREAS, Trooper Joel R. Davis was shot and killed by an armed
suspect who investigators later determined had already killed his wife
and injured another woman; and

WHEREAS, Through his heroic actions, Trooper Joel R. Davis
sacrificed his life while serving and protecting the people of New York
State; and

WHEREAS, He demonstrated his character and compassion for the
welfare of others, personifying the collective concern of public
servants across the community of the State of New York who respond when
others are in need of help; and

WHEREAS, Trooper Joel R. Davis is survived by his loving wife,
Suzanne, his children Trenton, Caden and Jaila, his parents, and one
brother, as well as many other family members; and

WHEREAS, It is the sense of this Legislative Body that those
extraordinary individuals who unselfishly devote their lives to the
preservation of order and the protection of others are worthy and due
full praise for their commitment and noble endeavors; now, therefore, be
it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Trooper Joel R. Davis posthumously upon the occasion of his
designation as recipient of the Brummer Award by the New York State
Police; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to the family of Trooper Joel R. Davis.
