Senate Resolution No. 5494

COMMENDING Frank Conestabile upon the occasion of
his retirement after 38 years of dedicated service
to the Rome City School District on June 30, 2018
WHEREAS, It is the practice of this Legislative Body to acknowledge
the significant milestones in the distinguished careers of esteemed
residents of this noble Empire State; and
WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commend Frank Conestabile upon the occasion of his retirement after 38
years of distinguished service to the Rome City School District; he will
officially retire from this position on Saturday, June 30, 2018; and
WHEREAS, This auspicious occasion will be celebrated with a party
held in his honor on Friday, June 15, 2018, at Vescio's Franklin Hotel
in Rome, New York; and
WHEREAS, Frank Conestabile was born to Rocco and Jean Conestabile on
August 18, 1956; he grew up in Rome, New York, and earned his
associate's degree in management from Mohawk Community College and his
bachelor's degree from SUNY Utica/Rome; and
WHEREAS, Throughout his long and distinguished career, Frank
Conestabile has served in various capacities including Director of Human
Resource and Staff Development at the Masonic Home, Human Resource
Director at Tri-State Industries, Director of Staff Development and
Training at the Insight House, and Director of Employee Relations for
the City of Rome; and
WHEREAS, Frank Conestabile also served as a Labor Relations
Specialist for Madison-Oneida BOCES and Utica City School District prior
to coming back home and working for the Rome City School District; and
WHEREAS, During his time at the Madison-Oneida BOCES, Frank
Conestabile worked with various Districts within both the Madison-Oneida
and the Oneida-Madison-Herkimer BOCES with his primary districts in
Rome, Utica and Whitesboro; and
WHEREAS, Frank Conestabile negotiated over 20 collective bargaining
agreements, developed and formalized the Department of Human Resources
for Whitesboro, reduced the number of grievances at the Utica City
School District and served as the Human Resources Director at Rome City
School District through the BOCES until he was hired outright by the
Utica City School District; and
WHEREAS, In this capacity, Frank Conestabile served as the Chief
Negotiator for the District's seven bargaining units, and represented
the District's interests in matters relating to grievances,
arbitrations, mediations and fact-finding and administrative hearings;
in one school year he successfully negotiated six collective bargaining
agreements; and
WHEREAS, In addition, Frank Conestabile developed a Teacher in Need
of Improvement Plan (TIPS), and oversaw the Buildings and Grounds, Food
Service, Transportation, Insurance and Security departments; and
WHEREAS, In October of 2007, Frank Conestabile was hired as the
Director of Labor Relations for Rome City School District; throughout
his tenure, he successfully negotiated numerous contracts, built strong
relations with the various unions within the district, and managed the
Building and Grounds, Food Service, Health Insurance and Human Resources
Department; and
WHEREAS, Frank Conestabile strived to save the district money
through the restructures of these departments, served on various
committees, and worked closely with departments for scheduling,
interviewing new staff and any other employee related matters; and
WHEREAS, Devoted to his community and family, Frank Conestabile
volunteers his time and energy with the Rising Stars Soccer Center and
has coached little league; and
WHEREAS, With him throughout have been his wife, Sherry, and their
two children, Frankie and Jordan, all of whom have shown him love and
support and rejoice in his many achievements; and
WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Frank Conestabile upon the occasion of his retirement after 38
years of dedicated service to the Rome City School District, and to wish
him continued success in all his future endeavors; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Frank Conestabile.
