COMMEMORATING the 50th Anniversary of the Fulton
Chain of Lakes Association on August 11, 2018
WHEREAS, It is the sense of this Legislative Body to recognize those
individuals and organizations within the great State of New York that
are dedicated to the vital work of environmental protection; and
WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commemorate the 50th Anniversary of the Fulton Chain of Lakes
Association on Saturday, August 11, 2018, at the Clearwater Dock on Old
Forge Pond; and
WHEREAS, Founded on September 15, 1968, the Fulton Chain of Lakes
Association (FCLA) is a non-profit, all volunteer organization made up
of approximately 300 family members with the purpose of protecting its
most precious resource, the water and watershed of the Fulton Chain of
Lakes; and
WHEREAS, The Fulton Chain of Lakes is part of a river system
originally dammed at Old Forge; water flows through the Fulton Chain
starting at Eighth Lake and finally enters the Middle Branch of the
Moose River at the Old Forge Dam; and
WHEREAS, The North Branch of the Moose River joins the Middle Branch
below the dam; the river then flows past the Town of Lyons Falls to the
Black River, northwest to Carthage then on to Watertown, and finally
into the Black River Bay on Lake Ontario; and
WHEREAS, The Lower Fulton Chain starts at Old Forge Pond, travels
the one mile channel or "Narrows" to First Lake, then to Second and
Third, through a channel to Fourth Lake then past Eagle Bay and on to
Inlet - a total distance of about 10 miles; and
WHEREAS, The Chain continues through to Fifth Lake, from there one
must portage their boat to Sixth and Seventh Lakes, which are navigable
from one to the other; Eighth Lake is accessible once again by portage
only; and
WHEREAS, The present dam at Old Forge holds back 6.8 billion gallons
of water, and is managed by the Hudson River-Black River Regulating
District; in addition to several private marinas, there are New York
State boat launches on Fourth, Seventh and Eighth Lakes; and
WHEREAS, Remaining true to its mission, the Fulton Chain of Lakes
Association preserves and protects the Fulton Chain of Lakes in New
York's Central Adirondacks, keeping them clean and safe; and
WHEREAS, The Fulton Chain of Lakes Association has been and
continues to be instrumental in water safety issues on the lake,
including watercraft speed limits and noise levels; the FCLA prints and
distributes a navigation map and water safety brochure for the benefit
of all residents and visitors in the area; and
WHEREAS, This vital Association has also assisted the local Sheriff
departments in purchasing decibel level meters, GPS, and radar for their
patrol boats, and steadfastly supports local students who study and
participate in environmental pursuits; and
WHEREAS, The Fulton Chain of Lakes Association has been the
recipient of numerous awards and accolades, including a Congressional
nomination for the President's Volunteer Action Award, a Commendation
from the Environmental Protection Agency and the Adirondack Centennial
Stewardship Award from the State of New York; and
WHEREAS, The Association partners with other lake associates and is
now a leading member of the Adirondack Lake Alliance which works as a
resource to strengthen and assist other Adirondack lake and river
associations; and
WHEREAS, The success of the Fulton Chain of Lakes Association is in
direct correlation to the efforts of its dedicated members and volunteer
Board of Directors, whose involvement is, and always has been,
characterized by an impressive commitment, an unbridled enthusiasm, and
an uncompromising standard of excellence in all endeavors on behalf of
the organization and the community it serves; and
WHEREAS, It is incumbent upon all citizens to recognize and applaud
the efforts of organizations such as the Fulton Chain of Lakes
Association which work tirelessly on behalf of protecting our natural
surroundings for the benefit of present and future generations of New
Yorkers; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commemorate the 50th Anniversary of the Fulton Chain of Lakes
Association on August 11, 2018; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to the Fulton Chain of Lakes Association, Old Forge, New
York.
