Assembly Resolution No. 189

COMMENDING Esmeralda Hoscoy, Regional Supervisor
for Catholic Charities Community Services of
Westchester County, in conjunction with Women's
History Month, for her unwavering commitment to the
community of Westchester County
WHEREAS, It is the custom of this Legislative Body to recognize and
pay tribute to those women of achievement within the Empire State who
have made strong contributions to their communities and who inspire
others through their model citizenship; and
WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commend Esmeralda Hoscoy, Regional Supervisor for Catholic Charities
Community Services of Westchester County, in conjunction with Women's
History Month, for her unwavering commitment to the families and
communities of Yonkers, New York; and
WHEREAS, Women of every race, class, and ethnic background have made
invaluable contributions to the growth and strength of New York State in
countless recorded and unrecorded ways; and
WHEREAS, Each year, the State of New York officially sets aside time
to recognize the achievements and lives of these exemplary women,
representatives of the wide-ranging and vital roles women have played in
the historic development of this great Empire State and its communities;
and
WHEREAS, The daughter of Mexican laborers, Esmeralda Hoscoy is the
first in her family to obtain a college degree; breaking barriers, she
went on to receive her Master of Public Administration degree from the
State University of New York at Albany; and
WHEREAS, Dedicated to making an impact on the world, Esmeralda
Hoscoy was the previous Director of Immigration and Refugee Services for
Catholic Charities of Santa Clara County in California, where she worked
with resettling over 150 refugees and unaccompanied minors, and served
internationally as the Director of Volunteer Services with Sustainable
Bolivia in Cochabamba, Bolivia; and
WHEREAS, Furthermore, Esmeralda Hoscoy was a Fellow with the Center
for Women in Government and Civil Society (CWGCS) working to fill the
knowledge gaps about the status of women, develop evidence based
approaches to advance gender parity, strengthen system responsiveness,
raise awareness about existing inequities, and deepen and broaden
women's access to education and economic opportunities; and
WHEREAS, Currently, Esmeralda Hoscoy serves the vulnerable
populations of immigrants, refugees, day laborers and individuals with
mental health challenges; as Regional Supervisor for Catholic Charities
Community Services of Westchester County, she directs multiple programs
which assist individuals to overcome difficulties to self-sufficiency;
and
WHEREAS, As the leader in both Alianza Laboral and the New York
Immigration Coalition (NYIC) in Westchester County, she addresses the
needs of the immigrant populations with the help of over 30 different
community based organizations; and
WHEREAS, In addition, Esmeralda Hoscoy serves as an Emergency Food
and Shelter Program (EFSP) Board Member of United Way of Westchester and
Putnam County; and
WHEREAS, Rare indeed is the impressive dedication shown by an
individual for the benefit of others which Esmeralda Hoscoy has
displayed throughout her life; and
WHEREAS, It is the sense of this Legislative Body that when
individuals of such noble aims and accomplishments are brought to our
attention, they should be celebrated and recognized by all the citizens
of the great State of New York; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
commend Esmeralda Hoscoy, Regional Supervisor for Catholic Charities
Community Services of Westchester County, in conjunction with Women's
History Month, for her unwavering commitment to the community of
Westchester County; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Esmeralda Hoscoy, Regional Supervisor, Catholic Charities
Community Services of Westchester County.
