COMMENDING David Callard upon the occasion of his
retirement from the Orleans County Legislature

WHEREAS, It is incumbent upon the people of the State of New York to
recognize and acknowledge those within our midst who have made
significant contributions to the quality of life therein; and

WHEREAS, This Legislative Body is justly proud to commend David
Callard upon his retirement as a member of the Orleans County
Legislature; in December of 2017, he will leave this position after 28
years of public service; and

WHEREAS, David Callard, a longtime Ridgeway, New York resident, is a
retired banking executive; and

WHEREAS, For almost three decades, David Callard has served the
people in Orleans County; for four years, he served as Councilman and
Supervisor on the Ridgeway Town Board, and for 24 years, he was a vital
member of the Legislature; for the last eight years, he has held the
esteemed title of Chairman of the seven-member group; and

WHEREAS, Under David Callard's luminous leadership, the Legislature
accomplished many goals including the sale of the county nursing home;
he was also instrumental in residing the county government, streamlining
operations, and partnering with Genesee County with a shared public
health director, Board of Health and other staff; and

WHEREAS, In addition, David Callard and other county officials have
joined with Niagara County in the Niagara-Orleans Regional Alliance, a
two-county group which has pushed for Broadband Internet, consistent
dredging of harbors, opposed the Lighthouse Wind project in Yates and
Somerset, New York, and implemented new plan for controlling Lake
Ontario water levels; and

WHEREAS, For the last several months of his tenure, David Callard
has focused his efforts on combatting the heroin and opioid abuse
epidemic, a problem which threatens the very fabric of our country; and

WHEREAS, David Callard continues to work with the District Attorney,
the Sheriff, and the Task Force to facilitate not only enforcement of
the law, but in the rehabilitation of the addicted; he hopes the
citizens of Orleans County will join together with officials to fight
the illegal use of drugs, which will help secure a better future for our
young people; and

WHEREAS, It is the sense of this Legislative Body that those who
enhance the well-being and vitality of their community and have shown a
long and sustained commitment to excellence certainly have earned the
recognition and applause of all the citizens of this great Empire State;
now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commend David Callard upon the occasion of his retirement from the
Orleans County Legislature; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to David Callard.
