HONORING Doreen McSain upon the occasion of being
named the New York State Elementary Principal of the
Year

WHEREAS, It is the practice of this Legislative Body to take note of
and publicly acknowledge individuals of remarkable integrity and
character whose endeavors have enhanced the quality of education in this
great State; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Doreen McSain upon the occasion of being named the New York State
Elementary Principal of the Year, to be celebrated at an Awards Ceremony
on May 3, 2019, in Latham, New York; and

WHEREAS, As New York's Elementary Principal of the Year, Doreen
McSain will also be recognized and celebrated as a National
Distinguished Principal by the National Association of Elementary School
Principals (NAESP) at a program sponsored by the NAESP in Washington DC
this fall; and

WHEREAS, The result of many individual efforts, the excellence and
the success of Glenwood Elementary School is due in large part to the
efforts of Doreen McSain; and

WHEREAS, Doreen McSain is a true inspiration and mentor; she began
her illustrious career in education in 1992, and currently serves as
Principal of Glenwood Elementary School in Vestal, New York, the
esteemed position she has held for ten years; and

WHEREAS, During her tenure, Doreen McSain has introduced many vital
new programs including the Learning Through Play program which helps
children work on social skills in a supervised environment; she also
introduced the "One Book, One School" initiative, in which the entire
school reads the same book to foster community; and

WHEREAS, Doreen McSain is respected statewide as an educational
leader and truly exemplifies the best of her profession; she has devoted
her life to creating environments for children to thrive and grow, and
has inspired others in her district to serve their students minds and
spirits; and

WHEREAS, In addition to this prestigious distinction, Doreen McSain
was named Best Principal in the Southern Tier region in 2018; and

WHEREAS, As a knowledgeable and highly skilled principal, Doreen
McSain has improved the quality of education at Glenwood Elementary
School by leading and supporting staff with enthusiasm, cultivating a
positive and stimulating school environment for her students, and
creating a greater sense of community; and

WHEREAS, The Vestal community is indeed fortunate and blessed to
have such a dedicated and respected educational leader; her wisdom and

contributions reach into every classroom, truly making a difference in
the lives of those lucky enough to work with her; and

WHEREAS, A significant contributor to education in New York State,
Doreen McSain continually demonstrates an impressive dedication, an
unparalleled devotion and an unremitting enthusiasm for the quality of
the educational programs and opportunities offered at Glenwood
Elementary School for the benefit of its faculty and students, as well
as for the entire community; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Doreen McSain upon the occasion of being named the New York State
Elementary Principal of the Year; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Doreen McSain.
