CONGRATULATING Sofia Loyer upon the occasion of
winning the 2019 New York State Conference of Mayors
"If I Were Mayor, I Would ..." essay contest

WHEREAS, It is the sense of this Legislative Body to commend and pay
tribute to those who, by achieving outstanding success in their
educational endeavors and competitions, have inspired and brought pride
to our majestic Empire State; and

WHEREAS, It is also the custom of this Legislative Body to recognize
the dedication and commitment of our young people who distinguish
themselves through excellence in scholastic competition; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
congratulate Sofia Loyer upon the occasion of winning the 2019 New York
State Conference of Mayors "If I Were Mayor, I Would ..." essay
contest; she proudly received her award during a Ceremony at the Otesaga
Hotel in Cooperstown, New York; and

WHEREAS, The purpose of the contest is to educate students about
local government and encourage civic participation; and

WHEREAS, An 8th grader at New Paltz Middle School, Sofia Loyer's
winning essay was selected from over 1,100 submissions received from
students across the State of New York, describing what they would do for
their city or village if they were mayor; and

WHEREAS, In her essay, Sofia Loyer wrote, "If I were Mayor, I would
implement measures to help and prevent the issue of drug addiction and
start a campaign to beautify the Village of New Paltz,"; she would also
provide funding and education for early drug prevention, enable the use
of cutting-edge drug detection, and open a drug rehabilitation center
for those in need; and

WHEREAS, Sofia Loyer's plan would also include a beautification
campaign by creating "free painting zones" on the walls of the
rehabilitation center for patients, and encourage business and building
owners to commission and allow artists to paint murals on their walls;
and

WHEREAS, With her sense of civic duty and her commitment to others,
Sofia Loyer represents the best development of the potential which is
inherent in our most precious resource, our youth; and

WHEREAS, Poised eagerly with enthusiasm and determined purpose, this
scholar now stands honorably, with just pride in her accomplishments and
in eager anticipation of future challenges, understanding and
appreciating the caring counsel and support provided by her teachers and
parents; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
congratulate Sofia Loyer upon the occasion of winning the 2019 New York

State Conference of Mayors "If I Were Mayor, I Would ..." essay contest;
and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Sofia Loyer.
