HONORING Police Chief Tory L. DeCaire upon the
occasion of his retirement after 20 years of
distinguished service to the Oswego Police
Department

WHEREAS, It is the custom of this Legislative Body to recognize and
honor those distinguished officers and citizens who would devote
themselves to public service, demonstrating great courage and diligence
in providing for the care and welfare of the citizens of their
communities and this great Empire State; and

WHEREAS, Within every community of the State of New York there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their
exemplary contributions and service on behalf of others; and

WHEREAS, This Legislative Body is justly proud to honor Police Chief
Tory L. DeCaire upon the occasion of his retirement after 20 years of
distinguished service to the Oswego Police Department; and

WHEREAS, Tory L. DeCaire began his illustrious career in January of
1998 as a Patrol Officer for the Oswego Police Department; he rose
through the ranks before being promoted to Chief in May of 2011; and

WHEREAS, This well-respected officer became the longest serving
Chief of the Oswego Police Department since Chief Kunzwiler retired in
1987; and

WHEREAS, Under Chief Tory L. DeCaire's leadership, crime in the City
of Oswego has decreased by 35 percent due in great part to his
resurrection of important programs such as DARE, as well as his efforts
to partner with local agencies to promote community policing and improve
the overall quality of life for the citizens of Oswego; and

WHEREAS, Chief Tory L. DeCaire credits his many successes to the
officers serving with him, along with their hard work, sacrifice and
ability to adapt to changes to improve safety for the City of Oswego as
a whole; and

WHEREAS, It is the sense of this Legislative Body that those
dedicated public servants who unselfishly devote their lives to the
preservation of order and the protection of others are worthy and due
full praise for their commitment and noble endeavors; now, therefore, be
it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Police Chief Tory L. DeCaire upon the occasion of his retirement
after 20 years of distinguished service to the Oswego Police Department,
and to wish him well in all his future endeavors; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Police Chief Tory L. DeCaire.
