HONORING Lieutenant Frank Fragapane upon the
occasion of his retirement after 20 years of
distinguished service to the Rome Police Department

WHEREAS, It is the custom of this Legislative Body to recognize and
honor those distinguished officers and citizens who would devote
themselves to public service, demonstrating great courage and diligence
in providing for the care and welfare of the citizens of their
communities and this great Empire State; and

WHEREAS, Within every community of the State of New York there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their
exemplary contributions and service on behalf of others; and

WHEREAS, This Legislative Body is justly proud to honor Lieutenant
Frank Fragapane upon the occasion of his retirement after 20 years of
distinguished service to the Rome Police Department; he will officially
retire on Friday, August 28, 2020; and

WHEREAS, Growing up in his beloved hometown of Rome, New York, Frank
Fragapane knew he wanted to be a police officer while still a student;
he graduated from Rome Free Academy in 1991, and attended Mohawk Valley
Community College for three years, earning a degree in criminal justice;
and

WHEREAS, This industrious young man began working odd jobs around
the city before getting hired as security for Turning Stone Casino; he
eventually transitioned to working security for the Rome City School
District; and

WHEREAS, Frank Fragapane began his illustrious career with the Rome
Police Department in 2000; after serving as a patrolman for 14 years, he
climbed the ranks to become sergeant before being promoted to
Lieutenant, the esteemed position from which he will officially retire;
and

WHEREAS, With a steadfast and unwavering commitment to his
community, Lieutenant Frank Fragapane gave of his time and energies to
several charity events, including Shop with a Cop and Law Enforcement
Day, as well as assisting with programs like the Special Olympics and
the Rescue Mission; and

WHEREAS, With him throughout have been his wife, Leigh, and his
three daughters, all of whom feel privileged to be a part of his life
and rejoice in his achievements; and

WHEREAS, It is the sense of this Legislative Body that those
dedicated public servants who unselfishly devote their lives to the
preservation of order and the protection of others are worthy and due
full praise for their commitment and noble endeavors; now, therefore, be
it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Lieutenant Frank Fragapane upon the occasion of his retirement
after 20 years of distinguished service to the Rome Police Department;
and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Lieutenant Frank Fragapane.
