HONORING Dr. Lori S. Caplan upon the occasion of
her designation as recipient of the Community
Partner Award by the Whitney M. Young, Jr. Health
Center

WHEREAS, It is the custom of this Legislative Body to recognize that
the quality and character of life in the communities across New York
State are reflective of the concerned and dedicated efforts of those
outstanding individuals who would devote themselves to the welfare of
the community and its citizenry; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to honor
Dr. Lori S. Caplan upon the occasion of her designation as recipient of
the Community Partner Award by the Whitney M. Young, Jr. Health Center,
to be celebrated at its 2018 Annual Legacy Event on Thursday, September
20, 2018, at Brown's Revolution Hall, Troy, New York; and

WHEREAS, Each year, this auspicious event recognizes community
partners and friends who help Whitney M. Young, Jr. Health Center
advance its mission as well as its vision; and

WHEREAS, Since July 19, 1971, the Whitney M. Young, Jr. Health
Center's mission has been to provide residents of the Capital Region
access to consistent quality healthcare without regard to income; for
almost five decades, this vital organization's vision has been to serve
as a community leader committed to delivering dependable, compassionate,
high quality health care which enhances the well-being of its diverse
and changing communities; and

WHEREAS, Dr. Lori S. Caplan is entering her seventh year as
Superintendent of Schools in the Watervliet City School District;
previously, she served as Principal of the Watervliet Jr./Sr. High
School for six and a half years; and

WHEREAS, From 2003-2005, Dr. Lori S. Caplan was the Assistant
Principal of Central Park Middle School in the Schenectady City School
District, and a sixth grade teacher from 1992-2003 in the Hudson City
School District; and

WHEREAS, Dr. Lori S. Caplan earned her Doctorate of Educational
Leadership from the School of Education at the Sage Colleges; and

WHEREAS, Currently, she serves on the Executive Committee for the
New York State Council of School Superintendents (NYSCOSS), is co-chair
of both the NYSCOSS Athletic Committee and the NYSCOSS State Legislative
Committee, and is actively involved in NYSCOSS's Women's Initiative
Committee, as well as serving as a board member of New York State
Association for Women in Administration (NYSAWA); and

WHEREAS, Dr. Lori S. Caplan is the President of the Capital Area
School Development Association (CASDA) Board of Directors, President of
the Board of Directors for the New York State Association of Small City

Schools, and is co-Chair of the Capital Region BOCES Legislative
Committee; and

WHEREAS, This extraordinary educator is a strong advocate for
children, and is committed to working tirelessly on their behalf to
secure equitable, adequate and sustainable funding for public schools; a
valuable proponent of health and wellness, she is also an avid supporter
of animal welfare and their rights; and

WHEREAS, It is the sense of this Legislative Body that when
individuals of such noble aims and accomplishments are brought to our
attention, they should be celebrated and recognized by all the citizens
of this great Empire State; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
honor Dr. Lori S. Caplan upon the occasion of her designation as
recipient of the Community Partner Award by the Whitney M. Young, Jr.
Health Center; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Dr. Lori S. Caplan.
