Senate Resolution No. 1062

COMMENDING Lesa Osipovitch upon the occasion of
her designation as recipient of a Liberty Medal, the
highest honor bestowed upon an individual by the New
York State Senate

WHEREAS, It is the custom of this Legislative Body to recognize and
honor those distinguished Emergency Medical Dispatchers who would devote
themselves to public service, demonstrating great courage and diligence
in providing for the care and welfare of the citizens of their
communities and this great Empire State; and

WHEREAS, Within every community of the State of New York there are
certain individuals who, by virtue of their commitment and dedication,
command the respect and admiration of their community for their
exemplary contributions and service on behalf of others; and

WHEREAS, This Legislative Body is justly proud to commend Lesa
Osipovitch upon the occasion of her designation as recipient of a
Liberty Medal, the highest honor bestowed upon an individual by the New
York State Senate; and

WHEREAS, The New York State Senate Liberty Medal was established by
Resolution and is awarded to individuals who have merited special
commendation for exceptional, heroic, or humanitarian acts on behalf of
their fellow New Yorkers; and

WHEREAS, On Monday, March 4, 2019, Dispatcher Lesa Osipovitch
received a call from a woman in Palmyra, New York, reporting that her
husband had passed out; she quickly determined the patient was in
cardiac arrest, and immediately entered an event for dispatch; and

WHEREAS, In the meantime, Dispatcher Lesa Osipovitch remained on the
phone and calmly provided CPR instructions to an individual on the scene
who was able to follow her emergency directions until the Finger Lakes
Ambulance and deputies arrived and took over operations; and

WHEREAS, Fortunately, all dispatchers in Wayne County are trained to
International Academies of Emergency Dispatch standards and certified
Emergency Medical Dispatchers; due to the steadfast efforts of
Dispatcher Lesa Osipovitch, the patient is recovering at the hospital;
and

WHEREAS, In the performance of her duties, Lesa Osipovitch has
demonstrated her character and her compassion for the welfare of others;
she is a tremendous asset to Wayne County and a distinguished citizen of
the State and Nation; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commend Lesa Osipovitch upon the occasion of her designation as
recipient of a Liberty Medal, the highest honor bestowed upon an
individual by the New York State Senate; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Lesa Osipovitch.
