Senate Resolution No. 2116

COMMENDING Jack B. McManus upon the occasion of
his designation as recipient of a Liberty Medal, the
highest honor bestowed upon an individual by the New
York State Senate

WHEREAS, It is the custom of this Legislative Body to recognize and
pay tribute to those individuals within the Empire State who have made
strong contributions to their communities and who inspire others through
their model citizenry; and

WHEREAS, Jack B. McManus has given not only of his time and energies
but also of his competence, intelligence and leadership and consequently
has been designated for special honor; and

WHEREAS, This Legislative Body is justly proud to commend Jack B.
McManus upon the occasion of his designation as recipient of a Liberty
Medal, the highest honor bestowed upon an individual by the New York
State Senate; and

WHEREAS, The New York State Senate Liberty Medal was established by
Resolution and is awarded to individuals who have merited special
commendation for exceptional, heroic, or humanitarian acts on behalf of
their fellow New Yorkers; and

WHEREAS, Jack B. McManus was born to parents of Irish-American
descent and grew up in Woodside, Queens; in 1975, he earned his Bachelor
of Science degree in education from Manhattan College, and received his
master's degree in Communication Arts in January of 1990; he furthered
his education by obtaining his Certificate in Police Management from
Columbia University Graduate School of Business in 1998; and

WHEREAS, From September of 1977 through June of 1979, Jack B.
McManus served as an elementary school teacher at the St. Joseph School
of Yorkville; he then changed focus, and joined the NYPD in 1994; and

WHEREAS, Throughout his 12 year career, Jack B. McManus served in
numerous capacities including Deputy Inspector/Captain of the 109th
Precinct, Inspector of the 113th Precinct, and Commanding Officer of the
19th Police Precinct; and

WHEREAS, In 2001, Jack B. McManus became the Commanding Officer of
the Operations Division of the NYPD; in this capacity, he oversaw the
planning, coordination and monitoring of major city-wide events such as
New Year's Eve at Times Square, Presidential and Foreign Dignitary
visits, Victory Parades on Broadway, major demonstrations, the World
Economic Forum, and the New York City Marathon; and

WHEREAS, Officer Jack B. McManus courageously led the Operations
Division during the tragic 9/11 terrorist attack and subsequent rescue
and recovery operations; and

WHEREAS, From 2007-2009, Jack B. McManus served as Director of
Security for the World Trade Center, where he was responsible for all

security and fire/life safety issues at the World Trade Center and
created an Emergency Action Plan; for the next 10 years, he held the
title of Director of Security for Time Warner Center in Manhattan, where
he was responsible for all security and fire/life safety issues; and

WHEREAS, Since 2010, Jack B. McManus has been a Senior Security
Consultant with Brosnan Risk Consultants, and for the last six years, he
has served as the Interim Director of Public Safety for the Roosevelt
Island Operating Corporation of the State of New York, the position from
which he will officially retire on June 30, 2019; this momentous
milestone will be celebrated at a Ceremony held in his honor on
Thursday, July 25, 2019; and

WHEREAS, Devoted to his profession, Jack B. McManus is a member of
the American Academy for Professionals in Law Enforcement, National Law
Enforcement Associates, and American Society for Industrial Security; he
is also an elected Board Member of the New York City Chapter of
International Association of Chiefs of Police, and has Top Secret
National Security Clearance; and

WHEREAS, An avid sports fan, Jack B. McManus has spent much of his
free time coaching the young people on Roosevelt Island; he also enjoys
spending time with his family and photography; and

WHEREAS, Rare indeed is the impressive dedication shown by an
individual for the benefit of others which Jack McManus has displayed
throughout his life; and

WHEREAS, It is the sense of this Legislative Body that when
individuals of such noble aims and accomplishments are brought to our
attention, they should be celebrated and recognized by all the citizens
of this great Empire State; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commend Jack B. McManus upon the occasion of his designation as
recipient of a Liberty Medal, the highest honor bestowed upon an
individual by the New York State Senate; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Jack B. McManus.
