Senate Resolution No. 370

COMMENDING Hilda R. Escher upon the occasion of
her retirement after many years of service to the
Ibero American Action League

WHEREAS, This Legislative Body seeks to acknowledge those
individuals whose professional lives and civic endeavors serve to
enhance the stature of the State of New York; and

WHEREAS, It is the custom of this Legislative Body to recognize that
the quality and character of life in communities across New York State
are reflective of the concerned and dedicated efforts of those
individuals who are devoted to the welfare of their community and its
citizenry; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commend Hilda R. Escher upon the occasion of her retirement after many
years of distinguished service to the Ibero American Action League; this
momentous occasion will be feted with a Farewell Celebration held in her
honor on Thursday, February 21, 2019, at the Wegmans Conference Center
in Rochester, New York; and

WHEREAS, Born and raised in Vega Baja, Puerto Rico, Hilda Rosario
Escher earned her Bachelor of Science degree in sociology, education and
social work from the University of Puerto Rico; using her extensive
knowledge, she became a highly respected source in the fields of
developmental disabilities, foster care, adoption, daycare and
employment/training services; and

WHEREAS, After moving to the Rochester area, Hilda R. Escher sought
services from the Ibero American Action League, a dual-language human
services agency; using her new found skills, she quickly became an
involved and active part of her community; and

WHEREAS, In 1975, Hilda R. Escher began her long and distinguished
career with Ibero American Action League, the agency which helped her
succeed, not only in the classroom, but also in her community; through
the years, she rose through the ranks, holding the title of President
and CEO from 2006 until her official retirement in 2019; and

WHEREAS, In this capacity, Hilda R. Escher diligently worked to
support individuals and families of all ethnic backgrounds with a
specific focus on the Latino community; and

WHEREAS, In addition to her work with the Ibero American Action
League, Hilda R. Escher served as President of the Rochester Psychiatric
Center Board, and is a member of both the Provider Council and the
Executive Committee for the Council of Agency Executives, University of
Rochester Center for Community Health; and

WHEREAS, For her steadfast and unremitting commitment to her
community, Hilda R. Escher was the recipient of the 2019 Athena
International Award; and


WHEREAS, It is the sense of this Legislative Body that those who
enhance the well-being and vitality of their community and have shown a
long and sustained commitment to excellence certainly have earned the
recognition and applause of all the citizens of this great Empire State;
now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commend Hilda R. Escher upon the occasion of her retirement after many
years of distinguished service to the Ibero American Action League; and
be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Hilda R. Escher.
