COMMENDING Garth D. Lloyd upon the occasion of his
designation as recipient of a Liberty Medal, the
highest honor bestowed upon an individual by the New
York State Senate

WHEREAS, Members of the Armed Services from the State of New York,
who have served so valiantly and honorably in wars in which this
country's freedom was at stake, as well as in the preservation of peace
in peacetime, deserve a special salute from this Legislative Body; and

WHEREAS, This Legislative Body is justly proud to commend Garth D.
Lloyd upon the occasion of his designation as recipient of a Liberty
Medal, the highest honor bestowed upon an individual by the New York
State Senate; and

WHEREAS, The New York State Senate Liberty Medal was established by
Resolution and is awarded to individuals who have merited special
commendation for exceptional, heroic, or humanitarian acts on behalf of
their fellow New Yorkers; and

WHEREAS, Born in Rochester, New York, Garth D. Lloyd graduated from
Rush-Henrietta High School before proudly serving his country as a
member of the United States Army; and

WHEREAS, After completing his Basic Training at Fort Dix in 1969,
Garth D. Lloyd was assigned to the 25th Infantry Division in Vietnam as
an 11 Bravo, Infantryman; and

WHEREAS, This brave soldier was wounded in action on February 12,
1970 by a booby trap, evacuated to the United States, and medically
discharged several months later as a Specialist 4; and

WHEREAS, For his courageous service during the Vietnam War, Garth D.
Lloyd was awarded the Purple Heart, Air Medal, Vietnam Service Medal,
National Defense Service Medal, and Good Conduct Medal; and

WHEREAS, Upon the completion of his valiant military service, Garth
D. Lloyd was employed as a manager at R & B Tire Company from 1979 to
1988; he went on to serve at the water treatment plant for the City of
Saratoga Springs until his retirement in 2012; and

WHEREAS, With a steadfast and unwavering commitment to his
community, Garth D. Lloyd began to volunteer at the Saratoga County
Veterans Administration Mentor Program in 2013; he has also been a
Docent at the New York State Military Museum for several years, and
tirelessly volunteered his time at the museum with the Docent Advisory
Committee and the Education Opportunity Program (EOP); and

WHEREAS, With him throughout has been his wife, Diane, their son and
daughter-in-law, as well as three grandchildren, all of whom feel
privileged to be a part of his life and rejoice in his many
achievements; and

WHEREAS, Residents of this great State must never forget the courage
with which these men and women served their country, and must recognize
that no greater debt is owed than that owed to those who risked their
lives for their beloved Nation; and

WHEREAS, Having exhibited his patriotism both at home and abroad,
Garth D. Lloyd demonstrated his love for his country and merits
forevermore the highest respect of his State and Nation; and

WHEREAS, Our Nation's veterans deserve to be recognized, commended
and thanked by the people of the State of New York for their service and
for their dedication to their communities, their State and their Nation;
now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commend Garth D. Lloyd upon the occasion of his designation as recipient
of a Liberty Medal, the highest honor bestowed upon an individual by the
New York State Senate; and be it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Garth D. Lloyd.
