COMMENDING former Assemblyman N. Nicholas Perry
for his illustrious service as a dedicated political
leader and strong advocate for the people of the
State of New York

WHEREAS, It is the sense of this Legislative Body to recognize and
commend those individuals of distinguished purpose whose lives have been
committed to public service and the pursuit of excellence in the conduct
of the legislative process in this noble Empire State; N. Nicholas Perry
is one such individual; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commend former Assemblyman N. Nick Perry for his illustrious service as
a dedicated political leader and strong advocate for the people of the
State of New York; and

WHEREAS, Noah Nicholas Perry was born and raised in the parish of
St. Andrew, Jamaica; the fourth of five sons in a family of 11
children, he completed his secondary education at Kingston College where
he attended on a full scholarship, and worked for the Bustamante
Industrial Trade Union before migrating to the United States in the
summer of 1971; and

WHEREAS, Upon arriving in the United States, Nicholas Perry
volunteered for the U.S. Army where he served for two years of active
duty and four years on reserve status; he is the recipient of several
service medals and was honorably discharged with the rank of Specialist
E-5; and

WHEREAS, Nicholas Perry then attended college on the G.I. Bill,
earning a Bachelor of Arts degree in Political Science from Brooklyn
College where he later studied for a Master of Arts degree in Public
Policy and Administration while serving as a student rights leader; and

WHEREAS, After college, Nicholas Perry gained recognition as an
effective advocate and strong leader in his community; he was appointed
to the local Community Board, where he demonstrated the leadership
skills which propelled him to election by his colleagues as Chairman; he
was reelected to five consecutive one-year terms, during which he served
on the Brooklyn Borough Board; and

WHEREAS, Nicholas Perry began his renowned legislative career in
1992 when he was elected to the New York State Assembly to represent the
58th Assembly District in Brooklyn; he was reelected to serve his 15th
consecutive term in the 2020 General Election; and

WHEREAS, In this capacity, Nicholas Perry served as the Assistant
Speaker Pro Tempore of the New York State Assembly; he is also the
former Chairman of the New York State Black, Puerto Rican, Hispanic, and
Asian Legislative Caucus, as well as the Regional Chairman, (Region 2,
NY & PA) National Black Caucus of State Legislators (NBCSL); and

WHEREAS, Furthermore, he served on the New York Assembly Committees
on: Ways & Means, Rules, Codes, Banks, Labor, and Transportation; and

WHEREAS, On March 10, 2022, Nicholas Perry was confirmed by the
entire Senate to serve as United States ambassador to Jamaica; and

WHEREAS, With him throughout have been his wife, Joyce, and their
two children, Novalie and Nickolas Alexander, as well as one
granddaughter, Justine, all of whom feel privileged to be a part of his
life and rejoice in his many achievements; and

WHEREAS, Every citizen in New York State has most certainly
benefited, in one way or another, from the deep dedication, intelligence
and commitment former Assemblyman Nicholas Perry brought to his work as
a legislator, loyal friend, and trusted advisor; and

WHEREAS, It is the custom of this Legislative Body to reflect upon
those outstanding individuals who have made everlasting contributions on
behalf of their fellow man and have truly left their mark on this great
Empire State; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
recognize and applaud the many accomplishments of former Assemblyman
Nicholas Perry, and to wish him well in all his future endeavors; and be
it further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to former New York State Assemblyman N. Nicholas Perry.
