MOURNING the death of Otis Manley, distinguished
citizen and devoted member of his community
WHEREAS, It is the custom of this Legislative Body to pay tribute to
citizens of the State of New York whose lifework and civic endeavor
served to enhance the quality of life in their communities and the great
State of New York; and
WHEREAS, Otis Manley of Chesapeake, Virginia, died on Thursday,
January 21, 2021, at the age of 78; he was the beloved son of Ada and
James Tindal; and
WHEREAS, Born on December 14, 1942, in Jackson, North Carolina, Otis
Manley was raised in Norfolk, Virginia and attended Booker T. Washington
High School; and
WHEREAS, Otis Manley moved to New York in 1962; he began his career
with the New York City Housing Authority four years later; and
WHEREAS, This extraordinary worker climbed the ranks, working for
the New York City Transit Authority as a conductor and was soon promoted
to motorman; and
WHEREAS, Otis Manley retired from the New York City Transit
Authority in 1999, and moved back to Virginia, where he met and married
Jannie; and
WHEREAS, A truly gentle man, Otis Manley was always ready with a
smile and a hug for his family; he will be missed by all of those who
had the pleasure of knowing such an exceptional person; and
WHEREAS, Predeceased by his parents and two brothers, Raymond and
Robert, Otis Manley is survived by his loving wife, Jannie; eight
children, Marlene, Greg, Kevin, Cynthia, Tracy, Andre, Dwayne, and Ira;
20 grandchildren; and 12 great-grandchildren; his sister, Lucy; and his
aunt, cousins, nieces and nephews; as well as his four best friends,
George, James, Charlie and Linwood; and
WHEREAS, Otis Manley distinguished himself in his profession and by
his sincere dedication and substantial contribution to the welfare of
his community; and
WHEREAS, Armed with a humanistic spirit and imbued with a sense of
compassion, Otis Manley leaves behind a legacy which will long endure
the passage of time and will remain as a comforting memory to all he
served and befriended; now, therefore, be it
RESOLVED, That this Legislative Body pause in its deliberations to
mourn the death of Otis Manley, distinguished citizen and devoted member
of his community; and be it further
RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to the family of Otis Manley.
