COMMENDING Phyllis D. Ellis upon the occasion of
her retirement after more than 40 years of
distinguished service to the Oneida County Health
Department

WHEREAS, It is the custom of this Legislative Body to acknowledge
those individuals whose professional lives and civic endeavors serve to
enhance the stature of the State of New York; and

WHEREAS, Attendant to such concern, and in full accord with its
long-standing traditions, this Legislative Body is justly proud to
commend Phyllis D. Ellis upon the occasion of her retirement after more
than 40 years of distinguished service to the Oneida County Health
Department; and

WHEREAS, After graduating from St. Francis De Sales High School in
Utica, New York, Phyllis D. Ellis attended Albany Medical Center
Hospital School of Nursing and earned her Bachelor of Science degree in
Nursing from the State University of New York Institute of Technology
and a master's degree in Health Service Administration from the New
School for Social Research Management and Urban Policy; and

WHEREAS, Throughout her esteemed medical career, Phyllis D. Ellis
has truly left an indelible mark on the residents of Oneida County and
New York State as a whole; in her capacity as Director, she truly served
with loyalty, honor and distinction; and

WHEREAS, Prior to this role, Phyllis D. Ellis served as Vice
President and Trauma Coordinator of St. Elizabeth Medical Center in
Utica; and

WHEREAS, Phyllis D. Ellis has been the recipient of numerous awards
and accolades for her steadfast and unremitting commitment to both her
community and profession, and has served on numerous statewide
organizations including the New York State Association of County Health
Officials, New York State Association of Counties Public and Mental
Health Committee, New York State Trauma Advisory Committee, and various
New York State Department of Health task forces; and

WHEREAS, Phyllis D. Ellis has also been involved with a number of
community health and wellness groups such as the Oneida County Opiate
Task Force, Oneida County Overdose Response Team, Regional Trauma
Oversight Committee, Regional Emergency Medical Services Council,
Regional Primary Care Center Advisory Board and the Oneida Herkimer
Community Foundation Lead Taskforce Advisory Council as well as the
Mohawk Valley Lead Coalition; and

WHEREAS, In addition, this remarkable woman is a member of the
Parkway Center Board of Directors and the local chapter of the American
Heart Association, where she serves as Board President; and

WHEREAS, With her throughout have been her husband, Arthur; their
two children, Maria and Anthony; and their two grandchildren, all of

whom feel privileged to be a part of her life and rejoice in her
achievements; and

WHEREAS, For more than 40 years, Phyllis D. Ellis rendered faithful,
conscientious and valuable service to the Oneida County Health
Department; and

WHEREAS, In her official acts, Phyllis D. Ellis was governed by a
keen sense of duty and always showed a unique grasp of human problems;
and

WHEREAS, During her tenure with the Oneida County Health Department,
Phyllis D. Ellis earned the admiration, esteem and affection of her
colleagues; and

WHEREAS, It is the sense of this Legislative Body that those who
enhance the quality of life in their community and have shown a long and
sustained commitment to the maintenance of high standards in their
profession, certainly have earned the recognition and applause of all
the citizens of this great Empire State; now, therefore, be it

RESOLVED, That this Legislative Body pause in its deliberations to
commend Phyllis D. Ellis upon the occasion of her retirement after more
than 40 years of distinguished service to the Oneida County Health
Department, and to wish her well in all her future endeavors; and be it
further

RESOLVED, That a copy of this Resolution, suitably engrossed, be
transmitted to Phyllis D. Ellis.
